After determining the lowest-evaluated bid in accordance with ITB 35.1, the Purchaser shall carry out the post-qualification of the Bidder in accordance with ITB 36, using only the requirements specified. Requirements not included in the text below shall not be used in the evaluation of the Bidder’s qualifications.
(a) If Bidder is Manufacturer:
(i) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
• At least USD 1 (one) Million or equivalent annual turnover within last five years. i.e. 5 years counting backward from the date of publication of IFB.
(ii) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
• The bidder must have ISO 9001 certification.
• The bidder must have FAA certified system(s).
• The bidder shall have overall experience of manufacturing of the Aviation Weather Observing Systems for the last 15(fifteen) years, counting backward from the date of publication of IFB. ( supply history/ appropriate documents should be provided)
• The bidder shall have supply experience of Aviation Weather Observing Systems in more than 10 (ten) countries.
• The bidder shall have annual production capacity of Aviation Weather Observing Systems : 50 sets
• The Digital Airport Terminal Information Systems manufacturer should have supply and installation history in more than 100 (hundred) airports globally.
(iii) Documentary Evidence
The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:
• The goods offered by the bidder must satisfy the respective specifications mentioned in the technical specification of section VII – Schedule of requirements. Any technical deviation will lead to critical deviation & non-compliance and thus disqualification.
(b) If Bidder is not manufacturer:
If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (i), (ii), (iii) and the Bidder shall demonstrate that it has successfully completed at least 2 (two) contracts of AWOS / ILS project in the past 5 (five) years with minimum value of each contract is at least USD 1,000,000.00 (one million) or equivalent.
Bidder as a Joint Venture
In case of joint venture, all parties combined must meet the Technical /financial requirement stipulated in above.
