Title : PPSC second meet held: Newsletter launched
Description : August 20, 2010 The second meeting of the Public-Private Stakeholders Committee (PPSC), a high-level platform to discuss various aspects of public procurement, particularly the involvement of the stakeholders from the private sector, was held on August 19, 2010. Organized by the Institute of Governance Studies (IGS) on behalf of the Central Procurement Technical Unit of the IME Division, the PPSC meeting was held at the NEC Conference Room II on the Planning Commission Campus at 10 am with Air- Vice Marshal (rtd) AK Khandker, Minister, Ministry of Planning, in the chair. The minister in his speech urged the members to kindly manage some time for each of the PPSC meetings so that the continuity of its activities is maintained. He laid stress on holding two more meetings in 2010 as the PPSC quarterly meeting has fallen behind the schedule. The minister launched the quarterly newsletter of PPSC titled” Public Procurement Watch” in the meeting. The committee members discussed the issues and examples of civic engagement in Bangladesh and other countries. IGS made presentations on civic engagement in procurement in other countries. Regarding carrying out case studies and other analysis of public procurement by IGS in Bangladesh they suggested forming a sub-committee of PPSC, if necessary. The 27-member PPSC led by the Planning Minister comprises representatives from the government, private sector, civil society, media, academics, think-tanks, and bidding and business community. The first meeting of the committee was held in February. The PPSC has been formed under the auspices of the Public Procurement Reform Project-II (PPRP-II) supported by the World Bank. The committee, among other activities relating to public procurement reforms, will ultimately recommend to the government a mechanism on how to introduce social accountability in the process of public procurement in the country. The IGS has been providing expert and technical support services to the PPSC. The CPTU is implementing the PPRP-II having four components like capacity building, monitoring and evaluation, introduction of Electronic-Government Procurement (e-GP) and raising social awareness about public procurement.
