Title : Contract signed with IGS (Date: 01-10-2009)
Description : A contract for providing expert and support services to the Public –Private Stakeholders Committee (PPSC) was signed with the Central Procurement Technical Unit (CPTU), IMED of the Ministry of Planning on October 01, 2009. Director General of CPTU Amulya Kumar Debnath and Treasurer of the BRAC University Sukhendra K Sarkar signed the contract on behalf of their respective sides. Under the contract, the Institute of the Governance Studies (IGS) of the BRAC University will provide expert and support services to the PPSC under the Public Procurement Reform Project (PPRP-II). The component 4 of the PPRP-II involves the initiation of a long- term process of engaging civil society, think-tanks and the private sector in monitoring the implementation of procurement rules and procedures being followed, and the procurement outcomes. With a view to ensuring social accountability in the process of public procurement, the IGS during their four-year contract period will devise a third-party monitoring mechanism involving the relevant stakeholders. They will arrange quarterly meetings for the PPSC, carry out impact assessment on PPA-2006 and the PPR-2008, case studies, seminar, workshops, small -group discussions, prepare policy notes, bring out quarterly newsletters etc. as per the contract. The PPSC comprises representatives from both public and private sectors including media, civil society, business community and think-tanks. The CPTU is implementing four major tasks under the PPRP-II with a view to making public procurement system accountable, transparent and well-functioning. The components are; 1. Furthering policy reform and institutionalizing capacity development 2. Strengthening Procurement management at the sectoral level 3. Introducing e-Government Procurement (e-GP) 4. Communication, behavioral change, and social accountability. The objective of the project is to improve performance of the public procurement system progressively in Bangladesh, focusing largely on the key sectoral ministries and targeting their implementing agencies.
