The workshop will bring together about 50 participants from Bangladesh, India , Pakistan and Sri Lanka representing a wide cross section of stakeholders-policy makers, civil society practitioners, media networks, development partners and international resource persons from Africa, Latin America and East Asia, according to a press release of the ANSA. The overarching objectives of this learning and sharing event include understanding the state of play in civic engagement in public procurement in the region and discussing the challenges of developing civic engagement in procurement, with a focus on mechanisms of engagement, institution building strategies and partnership with governments. The Financial Express Date: 12-12-2009 The Daily Star Date: 13-12-2009 Citizen engagement in procurement Effective networking among S Asian CSOs stressed Activists of civil society organizations (CSOs) and resource persons from seven countries representing four continents laid emphasis on developing effective networking among them to build capacity to engage in monitoring of public procurement processes and outcomes. They observed that there are commonalities in the environment of South Asian countries for citizen engagement in public procurement. The demand for monitoring procurement issues by CSOs is also growing in the region. Such an observation was made in a regional workshop on strengthening citizen engagement in procurement, reviewing experiences, identifying challenges and exploring opportunities, sponsored by the Affiliated Network on Social Accountability in South Asia (ANSA) and the World Bank. The three-day workshop that began on December 08, 2009 at BRAC Centre for Management Development at Rajendrapur ended on December 10, 2009 (Thursday). The workshop brought together nearly 40 participants from Bangladesh, India, Pakistan and Sri Lanka representing a cross section of stakeholders-policy makers, civil society practitioners, media networks, development partners and international resource persons from Africa, Latin America and East Asia, according to a press release of the ANSA. ANSA, South Asia is housed at the Institute of Governance Studies (IGS) of BRAC University in Bangladesh. The broad objectives of the workshop included understanding the state of play in civic engagement in public procurement in the region and discussing the challenges of developing civic engagement in procurement, with a focus on mechanisms of engagement, institution building strategies and partnership with governments. Pro Vice Chancellor of BRAC University Dr. Golam Samdani Fakir spoke as the chief guest at the concluding session on Thursday, while Barrister Manzoor Hasan, Director, IGS, and Ms. Karen Sirker, Senior Social Development Specialist of the World Bank Institute, were present on the occasion. CPTU Report Date: 15-12-2009 Consultative meeting on CBA held A consultative meeting on the findings of the communication based assessment (CBA) on the existing communication environment at the government procuring entities and bidding community was held at the Hotel Lake Castle by the Bangladesh Center for Communication Programs (BCCP) on December 15, 2009. Md Abdul Malek, Secretary of the Implementation Monitoring and Evaluation Division (IMED) was present at the meeting as the chief guest. Amulya Kumar Debnath, Director General, Central Procurement Technical Unit (CPTU) of IMED, Dr Zafrul Islam, Lead Procurement Specialist of the World Bank, Dhaka, Mohammad Shahjahan, Chief Executive Officer of BCCP, were also present on the occasion. BCCP is carrying out the social awareness campaign and communication activities on public procurement under Public Procurement Reform Project-II as the Social Awareness Campaign and Communication (SACC) Consultant of the CPTU. The Local Government Engineering Department (LGED), Roads and Highways Department (RHD), Bangladesh Water Development Board (BWDB) and Rural Electrification Board (REB) are considered four target agencies under the PPRP-II. Officials from different government entities, members of the bidding community, representative of the Bangladesh Association of Construction Industry (BACI), CPTU officials and consultants and others from the target agencies attended the consultative meeting. The consultative meeting was aimed at sharing, validating and finalizing the observations and findings gathered from the field level by the BCCP. As part of the CBA, BCCP interviewed, under a structured questionnaire, a total of 67 respondents in Dhaka and four other divisions. The respondents include procuring officials, local government officials, project implementation officers, bidding community members, CPTU officials and consultants. Accommodating the observations and suggestions of the participants at the consultative meeting, BCCP will submit the final report to CPTU. Another broad based opinion research on public procurement will be conducted by BCCP across the country on a sample basis which will include all relevant stakeholders of public procurement. A comprehensive communication strategy will be formulated to address the issues of public procurement on the basis of the findings of the CBA and the OR. The Daily Star CPTU upgrades website Date: 10-02-2010 Planning Minister AK Khandker yesterday launched an upgraded website of Central Procurement Technical Unit (CPTU) at a ceremony at Sher-e-Bangla Nagar in Dhaka. The website, www.cptu.gov.bd, has been active since 2003 in a limited scale. The improved site has been launched under the Public Procurement Reform Project-II, CPTU said in a statement yesterday. Considering the importance of the website in the context of the Public Procurement Act-2006 and the Public Procurement Rules 2008 and their amendment in 2009, the CPTU official site has been enhanced in terms of its content, size and quality for public use. The number of key performance indicators on the site has been raised to 45 for compliance with the changes made to PRA-2006 and PPR-2008.
