Title : Fifth three-week training on public procurement begins
Description : As part of institutionalizing capacity development under the Public Procurement Reform Project-II, the fifth three-week training course on public procurement of goods, works and services organized by the Central Procurement Technical Unit (CPTU), IMED of the Ministry of Planning, began at the Engineering Staff College Bangladesh (ESCB) at Bausia in Munshiganj district on February 08, 2009. Director General of the CPTU Amulya Kumar Debnath, Dean of the Faculty of Procurement and Supplies, ESCB, Engineer ARM Anwar Hossain, Team Leader Liam Heavin and Deputy Team Leader Khaja G Ahmed were present at the inaugural session. Earlier four such courses were held at the ESCB where officials from different procuring entities of the government were trained on the aspects of public procurement. The fourth three-week training course ended on February 5.The fifth three-week training, which will conclude on February 26, is the part of 108 such courses to be held in next three years. About 3240 officials will be trained under the three-week courses. There are also courses of different durations. The Local Government Engineering Department (LGED), Roads and Highways Department (RHD), Bangladesh Water Development Board (BWDB) and Rural Electrification Board (REB) are four target agencies considered under this reform project. Officials from Central Medical Stores Depot, Food Directorate and BRTC along with those of the target agencies are taking part in the fifth course. The total number of participants in the course is 28. Of them one each is from CMSD, Food Directorate, BRTC and ESCB and the rest are from four target agencies. The sixth three-week training course will also begin at the later part of February. The CPTU is implementing four major tasks under the PPRP-II with a view to making public procurement in Bangladesh accountable, transparent and well-functioning. These components are; • Furthering policy reform and institutionalizing capacity development • Strengthening Procurement management at the sectoral level • Introducing e-Government Procurement (e-GP) • Communication, behavioral change, and social accountability The PPRP-II is being implemented by the CPTU); however, a large part of the management and monitoring of procurement reform actions will be implemented by four key sectoral target agencies i.e., Roads and Highways Department (RHD), Local Government Engineering Department (LGED), Rural Electrification Board (REB), and Bangladesh Water Development Board (BWDB). The objective of the project is to improve performance of the public procurement system progressively in Bangladesh, focusing largely on the key sectoral ministries and targeting their implementing agencies.
