As part of strengthening capacity of the users in e-GP system, this assignment shall mainly focus on enhancing the scope of training on Tenderers database targeting SPSOs and Tenderers. In light of the proposed training, the project objective is to improve public procurement performance through efficient use of tenderers database in electronic government procurement.
E-GP system has built with state-of-the-art information and communication technologies including fully automated functionalities, they are just one important part of a government’s e-GP program. To enhance e-GP system’s functionality and further automation, a comprehensive module to build and manage tenderers database have been included in e-GP system and is in operation on pilot basis with selected procuring entities. So, major capacity development and awareness requirements need to be addressed both at PE’s from Selected Public Sector Organizations (SPSOs) and Tenderer’s end.
Therefore, the major services to be rendered by the selected firm for the development of appropriate training programs for the target user groups and providing training of e-GP users are mentioned below-
Enhance the capacity of PE offices of Selected Public Sector Organizations (SPSOs) and officials of IMED to use the features of the National Tenderers’ Database, and to develop their capacity to insert the information and validate the information submitted by the tenderers in the database.
Prepare and finalize current tenderers’ list of PE offices of Selected Public Sector Organizations (SPSOs) and IMED. The consultant shall contact Central Procurement Technical Unit (CPTU) and different public sector organizations (following the list of SPSOs) and IMED to collect the information regarding their e-GP enlisted tenderers in a specified format. The format shall be prepared and supplied by the Consultant. After successful preparation of the list, it shall be submitted to the client for vetting.
Coordinate with the client for preparation of list of PE officials of SPSO’s and IMED and all necessary information (if required) for smooth implementation of the training.
Organize Workshop for the Tenderers on National Tenderer’s Database (NTDB), help and ensure submitting and collecting necessary past information. At the end of the workshop, the participants shall be instructed to prepare and submit required documents/information by a specified date to smoothly update their info on NTDB. However, all the required formats shall be supplied by the consultant to the tenderers. Those documents include the following but not limited to-
Tenderers’ Profile Information, Last Five Years’ Completed Work List & Certificates, Last Five Years’ Completed Works Payment List & Certificates, List of Ongoing Works/NOA Copies, Equipment Details with Documents, Manpower Details with Documents, Litigation Information with Documents, Debarment Information with Documents, Awards/Certificates/Affiliations (if any), Audit Report/ Trade License/IT Return Certificate/ Article of Association/Enlistment/VAT & IT registration documents.
Assist inserting the available information of the tenderers of PE Offices and to ensure the validation of the information. Assist inserting and facilitate the e-GP registered tenderers to complete the insertion of the at least past five years’ information (Data Entry) in the database using appropriate e-GP accounts and to ensure the validation of the information from the concern PE’s end.
Make the tenderers capable of using the features of the National Tenderers’ Database and to develop their capacity to insert and update the information in the database on their e-GP account. |
