INFORMATION FOR TENDERER

Company that submits tender shall be evaluated using, but not limited to, the following minimum criteria which the company must provide documentary proof of compliance:
1. The firms must have 10 (Ten) years general experience in Design, Development and Implementation support services of software development/information system;
2. The firms should have at least 02 (Two) software development experience each have 2.5 crore and 2 (two) hardware supply experience each have 2.5 crore in government/semi-government/autonomous organization of nationwide project within last 05 (Five) years. Completion certificates must be submitted for documentary evidence;
3. The firms Must have experience in design, development and implementation of 03 (Three) software projects in the field of web-based application for digitalization/automation of a government/semi-government/autonomous organization within last 05 (Five) years. At least 01 (one) Data Center installation and commissioning experience within last 05 (five) years;
4. Experience on IT service management for minimum 01 (one) enterprise solution within last 05 (five) years for Government/Corporate Sector related to whole-of-the Government (for government projects) or whole to the sector (for private sector) citizen service delivery. (Please provide Copy of work order & Completion Certificate along with copy of contract.
5. The firm must have submitted 3.5 Crore liquid asset / credit line certificate.
6. The firm must have financial soundness of bank solvency & audited reports yearly average turnover shall be at least Tk. 5 (Five) Crore or above for the last 3 years audit report by registered Audit firm;
7. The firm should have own/representative office and strong presence in Dhaka with well-equipped office, technical and managerial capability, staffing and logistics capability for service/support/system up-gradation to maintain and quick support to the project office;
8. Must have valid and up to date Trade license, TIN certificate, VAT certificate, Income Tax Payment Certificate (2020-2021).
9. The firm must have ISO 9001 certificate;
10. The firm must have valid BASIS Certificate;
11. The firm should have minimum 30 (Thirty) full time ICT Personnel in company. Programing related to system analysis, design, development, Integration, testing, QA, training and implementation of web and mobile based applications/software' solutions (proper documents to be submitted); However, Key Experts will not be evaluated at the short-listing stage;
12. During Evaluation of the tender, the tenderer shall present a demo of the software before the evaluation committee.
13. The Software shall be installed in the server of this project & shall be integrated with existing server of CAAB.
Other Details:
1. Two signed copies, (One original and One copy) for this package of tender shall be submitted in a sealed envelope to the address below.
2. Consulting firm will be selected in accordance with the procedures set out in the PPR¬-2008.
3. Join Venture is allowed as per PPR¬-2008.

Design, Development and Deployment of AT (Air Transportation) Management Software for CAAB. The software shall have various modules/features to manage the following:
a) Application and issuance Of Flight Permit/Clearance of all types of flights;
b) Drone registration, drone pilot licensing, drone ops flight permit, ATO approval etc.;
c) AOC holders updated data base to ensure all operators are operating their flights with valid AOC, licensed aircrew and airworthy aircraft.
and generate reports on various indicators at all administrative levels.
Software shall be hosted by Providing, installation & commissioning of Data Center as per TOR.
