| Brief Description of Assignment |
: |
"Objective of the Assignment
The project will be implemented in accordance with the World Bank (WB) Environmental and Social Framework (ESF). Environmental and Social Commitment Plan(ESCP), Stakeholder Engagement Plan (SEP), Environmental and Social Code of Practice (ESCoP), Labor Management Procedure (LMP) and Sexual Exploitation and Abuse/ Sexual Harassment (SEA/SH) Action Plan are the key documents that have been prepared for the Project. These are living documents and will be updated as and when necessary. The main objectives of this assignment are:
• To lead and coordinate the assessment and management of environmental and social (ES) risks and impact and implement mitigation measures through supervision, co-ordination among various agencies, consultants and experts associated with the project meeting the requirements of GoB and WB rules/regulations/conventions/protocols.
• To ensure the development and implementation of Environmental and Social Management Plans (ESMP) and include them into the project designs, including contract documents, if any.
• To review and update various ES instruments and documents as per need for their compliance with the objective of the applicable ES Standards (ESSs).
• To co-ordinate and provide guidance in implementing ESMPs with the associated organizations, personnel and agencies.
• To formulate, maintain and update a standard database related to ES activities of the project according to Department of Environment (DoE) and other related regulations by GoB.
• Act as a focal person for ES related issues at the PIU, provide necessary guidance and documentations and assist the project to supervise, monitor and report on ES related matters. Maintain efficient coordination with different stakeholders including UN organizations as applicable." |
| Experience, Resources and Delivery Capacity Required |

"Educational Qualifications
• At least a Masters degree in Environment, Sociology, Anthropology and related discipline from any reputed national, foreign and/or international University.
Experience
• Minimum 15 years of work experience of which at least 10 years working with a Development Organization (Donors, Development Partners, NGOs, relevant GoB agencies) in the field of of ES risk assessment and management; familiarity with the World Bank Environmental and Social Framework and Standards (ESF, ESS) as well as Environment, Health and Safety Guidelines (EHSG).
• Knowledge and understanding of relevant GoB Laws, ECR 2023 etc.
• High level of proficiency in written and spoken English and report writing. and
• Proficient in the use of MS Word, Excel, PowerPoint."
