INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
BCIC has planned on setting up a state of the art, energy efficient, environmental friendly, co-existing & co-generating latest technology based new TSP fertilizer project having annual production capacity of 400,000 MT TSP Fertilizer by imported Phosphoric Acid & Rock Phosphate including a Sulfuric Acid Plant & an Alum Plant. In this regard, a Techno-Economic Feasibility Study Report has to be prepared.
To ensure and perform the above mentioned activities, BCIC would like to appoint an international reputed and experienced Consulting Firm.
Consultant’s responsibilities/ assignment include, but not limited to, the following:
A. To make a techno–economic feasibility report on setting up a new TSP fertilizer project having annual production capacity of 400,000 MT by imported Phosphoric acid & imported Rock Phosphateincluding Sulfuric Acid Plant having production capacity 150 MTD or as per market survey report & an Alum Plant (production capacity as per market study & considering surplus Sulfuric Acid after selling) incorporating all production units, but not limited to such as Rock Grinding Mill, Rock Silo, Reaction Plant, Granulation Plant, Bagging Plant, Raw material and product storage facilities including bulk godown. Production units of sulfuric acid and alum plant.
B. To determine the availability of land within TSPCL boundary limit primarily without hampering the running production line and all its auxiliary facilities. Plot plan and lay-out need to be submitted.
C. To evaluate cost effectiveness.
D. To study the Environmental Impact Assessment (EIA) and to suggest its Environmental Management Procedures (EMP), Traffic Impact Assessment(TIA) providing Rehabilitation Action Program (RAP) through adjusting/ incorporating all dozing/ filtration system considering the effluent volume/ quantity irrespective of solid, liquid, gaseous pollutants/ exhaust abiding Department of Environment(DoE) Rules and Regulations of Bangladesh and also considering the location of the project which will be surrounded by Chattogram port, Navy, KEPZ, Air force base etc.
E. To evaluate all Utilities, Auxiliaries and Offsite required by the complex include but not limited to: Water Intake, Water Treatment System, Demineralized Water System, Cooling Water System, Steam and Power Generation System, Instrument and Plant Air System, Distribution System for Water , Steam and Power; Raw material storage, Phosphoric Acid tank Firm ,Product Storage and Conveying (both bulk and bagged), Loading and Unloading infrastructure facilities of existing Jetty, Product Dispatch System ( Track/ Rail), Polythene Bag Making Plant, Fire Fighting Facility and any other offsite facilities required for normal operation of the plant safely.
F. To evaluate the financial and economic viability of proposed project considering source and availability of imported raw materials, distribution of finished product emphasizing value addition to imported goods up to product distribution to buffer godown and Health, Safety and Environment (HSE).

Experience
1) Background of Firm(s) with detailed brochure to be submitted along with authentic document and proof of each and every credit criteria (any statement without such evidencing documents will be of no use) mentioning their facilities and areas of expertise.
2) Minimum 05 (Five) years’ experience in Preparation of Techno Economic Feasibility Study Report and Related Documentation of TSP Fertilizer Project with Sulfuric Acid Plant & Alum Plant.
3) Having experience as Consulting Firm for preparing Techno Economy Feasibility Report of at least 2(two) fertilizer plants where at least 1(One) TSP Fertilizer Production Plants with minimum production capacity 200,000 MTPY with Sulfuric Acid Plant & Alum Plant in last 10 (ten) years; years counting backward from the date of publication of EoI Notice.
4) Overseas experience as consulting firm of minimum 2(two) fertilizer plants where at least 1 (One) TSP Fertilizer Production Plants with minimum production capacity 200,000 MTPY for the last 10 (ten) years; years counting backward from the date of publication of EoI Notice.
Resources and Delivery Capacity Required
5 ) Availability of appropriate experienced and professionally qualified persons / experts among the staff and resources to carry out the assignment (CV of each experts must be submitted).
6) Having average annual financial turnover of USD 01 (one) million for last 3 (three) years; years counting backward from the date of publication of EoI Notice. Audit report of above mentioned years must be submitted.
7) List of the experts (TSP manufacturing Plant) and staff with qualification.
8) As such reputed international firms are hereby invited to submit proposals completing as per following Prescribed EoI Format.

1) Interested Firms may obtain further information on all working days during office hours from 10.00 hrs. to 16.00 hrs from the office of the undersigned.
2) The language of EoI’s document and all correspondence shall be in English.
3) Proposal shall be submitted into 1(one) original, 3 (three) copies and 1 (one) soft copy CDR media (Microsoft Word PDF).
4) All mandatory documents duly attested by designated person of the Applicant’s Embassy should be submitted along with the EoI or A certified letter should be submitted in favor of consulting firm by Applicant’s Embassy/ recognized authority.
5) The EoI shall be sealed properly and marked clearly on top side of sealed envelope.
6) EoI proposals will be received in BCIC up to 12.00 BST on 28-08-2025 in the box reserved for receiving the EoI proposals in the office of Project Design Division, BCIC, BCIC Bhaban (15th Floor), 30-31, Dilkusha C/A, Dhaka-1000.
7) EoI proposals will be evaluated as per the provisions of PPA-2006 & PPR 2008 of Bangladesh |
