INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
A. For Matarbari Deep Sea Terminal (MBDST)
i. To formulate an international standard tariff schedule for Matarbari Deep Sea Terminal (MBDST) consulting with all concerned department of CPA and PD of MBDST and to prepare a tariff structure appropriate to the cost of providing the related services, utilities etc.
ii. To enable MBDST to maintain tariffs at a level that aims to generate revenue to cover its investment and future operating costs.
iii. To generate sufficient funds to finance the normal program of replacement of capital assets of MBDST.
iv. To provide a reasonable contribution for development of MBDST’s facilities.
v. To ensure tariff framework that promotes MBDST’s efficiency, investment attractiveness and financial stability.
vi. To submit reports containing tariff as stated above supported by complete process of computation & rational behind the revision.
B. For Bay Terminal (BT)
The above mentioned assignments for MBDST will also be applicable for the Bay Terminal (BT).

| Experience, Resources and Delivery Capacity Required |

i. Individual applicant or Lead Partner of JVCA must be an International consultancy firm having minimum 5 years of overall experience on preparation and assessment of Sea Port Tariff.
ii. The eligible applicant under serial no. i above must have minimum 3 years of specific experience of conducting consultancy services relating to fixation of Tariff Structure or Tariff analysis or Tariff study or Pricing of services in any Sea Port facilitated with container, containerised cargo, general /bulk cargo etc. and related shipping services (such as Tug, Salvage, Pollution control, Water supply etc.).
iii. The eligible applicant under serial no. i & ii above must have experience of at least 2 (two) works on Sea Port tariff having handling capacity of minimum 1.00 (one) million TEUs containers and 5 (five) million tons cargo per annum. Regarding the said experience documentary evidence must have to be submitted with the EOI application.
iv. The eligible Firm must have proper commercial documents/ Certificate (i.e Trade license, TIN certificate, VAT Reg. etc.) to conduct aforesaid consultancy service and the same must be submitted with EOI Application.
v. The firm must have adequate professionals (like Financial Analyst, Professional Accountant, Civil, Marine, Electrical, Marine Engineering, Economists) specially experienced in Sea Port operation & fixation of Tariff.
vi. The foreign firm may form JVCA for the said services with the local firm(s). In that case the foreign firm shall be the lead partner. |
