INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The Procurement Specialist (PS) will carry out the following main activities:
• Developing the procurement plan for goods, works, and services under the project.
• Prepare and update the procurement plan and other procurement transactions for the project as and when needed through the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) system.
• Monitoring and updating the procurement plan as per requirement of the project.
• Preparing Procurement documents (Request for Expressions of Interest, Request for Proposal/bidding documents, etc.), working in collaboration with technical staff, consultants, and Project Director (PD), of the project.
• Participating in pre-bid/pre-proposal meetings and bid/proposal opening meetings.
• Participating as member of the tender/bid/proposal evaluation committee in evaluation of bids/proposals including following up with Technical Evaluation Committee, compiling and consolidating bid/proposal evaluation reports prepared by the bid evaluation committee before submission to the approving authorities.
• Monitoring the procurement processes to ensure compliance with the approved procurement plan and preparing procurement progress reports on the progress of each procurement package, identifying any bottlenecks, and recommending measures for resolution. Guiding and advising the concerned government officials involved with procurement in ensuring that all procurement financed under the ISO project is carried out according to the applicable World Bank Procurement Regulations.
• Reviewing and anticipating potential issues on procurement or any other related issues and bringing these to the attention of the PD.
• Monitoring and keeping track of the deliverables during implementation of goods/works/ services contracts.
• Building capacity and transferring knowledge to GOB and local staff on procurement by providing regular structured/classroom and hands-on/practical training to a specified number of government staff to be designated by MOWCA, with the objective that the specified staff acquire adequate procurement knowledge and hands-on experience to be able to independently carry out the routine procurement tasks by the end of the consultant’s contract.
• Carry out the procurement activities under the project through e-GP, where applicable.
• Provide operational advice on concepts, policies, and procedures for international and local procurement matters.
• Closely monitor procurement activities in reference to the Procurement Plan timeline and the procurement approval process of the Government and bring any slippage of activities immediately to the attention of the Project Director.
• Prepare reports regularly on procurement status and procurement risk mitigation framework and arrange submission of the same to the Government and World Bank through appropriate system for review.
• Assist implementing partners in reviewing various project implementation and capacity development reports.
• Conduct diagnostic analyses on delays, inefficiency, etc., and provide recommendations to improve the same, if required.
• Work under the guidance of the Project Director in implementing all aspects of procurement under the project.
• Any other procurement related task assigned by the Project Director.
• The Procurement Specialist will report to the Project Director of the Project. |
Experience, Resources and Delivery Capacity Required |
: |
a. Academic:
• At least a bachelors degree in engineering, or a Masters in Procurement/Business Administration/ Commerce/ Economics/ Finance/ Law or other related fields.
• Candidates having Professional qualification on procurement/ purchasing and supply chain management will be given preference. Membership of professional body of international reputed in Procurement/Purchasing/Supply Chain is preferred.
• Candidates trained on World Bank Procurement, Public Procurement of GOB and e-GP will be given preference.
b. Experience and Skills
• At least 10 (Ten) years of experience in carrying out public Procurement with primary responsibilities and substantial content of his/her position in practical application of internationally accepted procurement and contracting procedures and documents for works, goods, and services in government/semi-government/autonomous organization/any other reputed institutions or with international donors, implementing development projects.
• At least 5 (Five) years experience in managing internationally competitive procurement of large scale and delivered complex consulting services in public sector or under projects funded by multilateral development banks and/or international organizations. Experience in the World Bank financed projects will get a preference.
• Hands-on experience in managing all steps in the procurement process, including procurement planning, preparation of bidding/contract documents, bid/proposal evaluation, contract award and implementation monitoring, of internationally competitive procurement of goods, works and consultant services.
• Working experience on the electronic Government Procurement (e-GP).
• Understanding of GOB public procurement Rules/Acts.
• Analytical capability in identifying and resolving procurement issues.
• Strong coordination and communications skills in presenting, discussing, and resolving difficult issues.
• Ability to work efficiently and effectively in a multidisciplinary team.
• Excellent ICT and computer skills.
• Excellent English writing and speaking ability.
• Fluency in written and spoken both English and Bangla. |

The Project Director now invites eligible applicants to indicate their interest in providing the services. 6. The consultants will be selected using the selection of Individual Consultant in accordance with the current World Banks Procurement Regulations for IPF Borrowers, September 2023, and Public Procurement Rules, 2008.
7. The services will be commenced immediately after selection at Project Implementation Unit (PIU), Dhaka, Bangladesh. Consultants contract duration will be 24 (Twenty four) months (project tenure) with possible extension of service subject to satisfactory performance to be evaluated yearly |
