Brief Description of Assignment |
: |
To provide an accurate understanding of the socio-economic situation at the household level and to evaluate the strategies or methods followed by them to deal with economic uncertainties or challenges, to measure its impact on the quality of life and to formulate recommendations for restoring economic progress and reducing inequality, creating inclusive employment opportunities and alleviating the suffering of the people. |
Experience, Resources and Delivery Capacity Required |

Interested consulting firms should have the following criteria to be considered eligible:
1) Updated Firm/Company Registration document (Trade License/ Incorporation Certificate) valid up to June 30, 2025,
2) Update Income Tax Clearance Certificate/ Evidence,
3) VAT Registration Certificate,
4) Registration with NGO Affairs Bureau (if any),
5) Bank Solvency Certificate,
6) Audited financial reports for the last three years,
7) Brochures pointing out the organizations’ objectives, facilities and areas of expertise
8) Registered office address with contact number, and
9) The firm should have at least 15 years of general experience in providing research, study, or consulting services.
10) The firm should have experience of conducting at least 2 studies in the last 15 years on household-level impact of major crisis events. Supported by Acceptance or Completion documents.
11) The firm should have experience of conducting large-scale surveys (minimum 5,000 households, larger coverage will be given preference) with at least two completed assignments in the last five years.
12) Proven track record of working with government agencies, UN bodies, development partners, and INGOs in the field of socio-economic research.
13) Availability of appropriately qualified and experienced professionals and sufficient resources to execute the assignment.
14) Preference will be given to firms who have experience in the following areas: rural and urban poverty, household-level coping and resilience in the context of crisis, social protection evaluation and process monitoring, healthcare cost burdens, governance of service-delivery.
15) Any other documents relevant to the qualifications for this assignment.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. |

The Consultant firm must submit one original for EOI, Technical Proposal and the Financial Proposal and one copies of the Technical Proposal. Request for Proposal (RFP) may be obtained from the office of the undersigned during office hours and any time from the website of SPFMS (www.spfms.gov.bd) within the stipulated date. |
