# Regarding Document Submission:
a) All supporting documents (as mentioned in column-V of Clause-16) must be clear, sequentially arranged, readable, tagged, signed/sealed by the Consultant (Firm).
b) The submitted EoI must contain the page number and should have Hard-Binding.
c) The Year of Experience required in clause-16 will be calculated backwards from the date of publication of this EoI.
d) The submitted EoI should not exceed 1000 Pages. Otherwise, the Procuring Entity reserves the right to reject the EoI. Hence, submission of irrelevant or duplicate documents is highly discouraged.
e) EoI’s must be submitted in a properly sealed envelope clearly mentioning the address of the firm as well as information stated in serials 6-8 and 20-22. Otherwise, they would be returned without opening.
f) All Documents submitted by Foreign Firms must be attested (by the embassy/consulate of that country in Bangladesh) or notarized (by an authorized notary public in Bangladesh). Besides, if the documents are in any language other than English or Bangla, must be translated into English by the same.
g) In addition to documents as mentioned in clause-16, A notarized (by an authorized notary public in Bangladesh) LoI (in English) must be signed by the Authorized representatives of all the members of JVCA or Consultant-Subconsultant on a Non-Judicial stamp bearing a value of BDT. 300/- (in words: Taka Three Hundred Only) and submitted along with the EoI.
h) The LoI must contain the rationale for forming the JVCA or doing subconsultancy. Besides, it must also contain the specific role of each Consultant (as a member of JVCA or as a sub-consultant). Otherwise, the JVCA or subcontractor will not be accepted.
i) For further details, contact the official inviting EoI as mentioned in serial-23.
# Regarding JVCA and sub-consulting.
a) JVCA is permitted (must fulfill all of the conditions below).
I. The lead firm must be a local (originating in Bangladesh) firm.
II. Joint Venture with Foreign Firm is allowed (However, Joint Venture with firm originated in ISRAEL is not permitted).
III. The size of the JVCA or number of joint venture Firms would be a maximum of 3 (three), including the lead firm.
IV. Each of the firms (the lead firm and member Firms) must separately fulfill the eligibility criteria as mentioned in clauses 16.1 and 16.6 and separately submit the supporting documents.
V. For Clauses 16.2, 16.4, and 16.5, at least one of the firms (lead/member) of JVCA must fulfill the eligibility criterion and separately submit the supporting documents. Preference will be given if the lead firm fulfills the criterion individually.
VI. All other conditions regarding JVCA (if not mentioned here) should be in accordance with Rule 54 of PPR-2008 (Version January, 2019).
b) Sub-contracting or sub-consulting any task or any portion of a task is permitted. (must fulfill all of the conditions below).
I. The sub-consultant must individually fulfill the eligibility criteria as mentioned in clauses 16.1 and 16.6 (and must provide the supporting documents also).
II. If the subcontractor performs Task-1 or Task-2 or any of its portions, it must individually fulfill the eligibility criterion as mentioned in clause 16.2 (and must provide the supporting documents also).
