INFORMATION FOR APPLICANT

Brief Description of Assignment : The services of the Social, Resettlement and Grievance Redress Mechanism (GRM) expert as Individual Consultant, among others, will include but not limited to the following: • Review and assess relevant socio-economic policies, acts and regulations and other legislative issues of the Government concerning the project implementation and relevant safeguard policies of World Bank. • Provide overall Support and guidance to the project team on social issues related to the project implementation especially on safeguards, gender and social inclusion. • Carry out social screening and assessment for project sites and consultations with communities. • Prepare a manual for the Grievance Redress Mechanism (GRM) of the project. • Review and assess the existing Resettlement Action Plans (RAP), Land Acquisition Plans (LAP) and Tribal Peoples Plans (TPP) for the GoB and Development Partners (DP) funded projects and prepare a robust Action Plans for the project. • Prepare and implement a communication strategy, and communication plan to disseminate project information and gather feedback on the project design, component activities, expected impacts, garner feedback from affected communities on mitigation measures how best to incorporate those in the project and delivery of benefits, grievance mechanism and monitoring, among other things, through various communication tools. • Assess potential impacts on protected areas, cultural sites, cultural resources and religious areas. • Based on screening, site assessment and analysis of alternatives, community consultation results prepare appropriate site-specific safeguard documents and assist in implementation of the same under the project. • Assist the PIU and follow up closely on the set up, operationalization and functioning of the Grievance Redress Mechanism (GRM), design and monitoring mechanism for the GR and reporting back to PIU in a documented manner. • Assist to undertake implementation of communication plan and communications strategy. • Maintain adequate documentation of consultations, screenings, and safeguards plans prepared. • Develop indicators for monitoring and implementation of social safeguard documents, and provide regular monitoring and status report • Disseminate social safeguard documents in a manner understood by the community, and following the World Bank's disclosure policy. • Assist PIU in acquisition of land as well as resettlement and preparing compensation package (if required) as per the safeguard’s frameworks prepared. • Organize trainings, workshops, meetings and disseminate the outcomes through, reports, audio-visuals, web sites, emails etc. Organize national level consultations with major stakeholders and academia. • Provide support in internal communication through disseminating minutes of meetings, announcements, monitoring reports, updating the contents on regular basis. • Communicate with vendors, contractors, and consultants for necessary social compliances. • Evaluate social risks associated with floods, landslides, erosion, bank cutting and shifting channel in selecting location of monitoring points in collaboration with the wider feasibility team. • Willingness to undertake frequent field visits in different conditions is required. • Any other task assigned by the project director.
Experience, Resources and Delivery Capacity Required : Educational Qualification: Master’s Degree from any recognized university in Social Science or related fields. Higher Degree is preferable. Work Experience: • 15 years of working experience of which 10 years should substantially be related to Social Management Plans, Resettlement Action Plans, Field Level Consultation, Communication, Monitoring and Evaluation related services and Tribal People Plans as well as managing the implementation of those. • Previous successful engagement with and good Knowledge of CBOs, I/NGOs and civil society is desired. • Work experience with Government/Development Partner funded Projects and other relevant institutions will be an added advantage. • Skills in indicator development, data collection and analysis, data quality assessments, and Performance monitoring and reporting. Knowledge in designing and field-testing Surveys and other data collection instruments are required. • Experience in handling of web-based data and information management systems.
Other Details (if applicable) : Contract Duration: The duration of the service is 384 (Three Hundred Eighty-Four) working days over a period of 32 (Thirty-Two) months intermittently (Average 12 (Twelve) working days per month) from the date of signing the contract. Possibility of extension of the service is subjected to DPP provision and satisfactory performance. Remuneration: Negotiable (Vat and Tax will be deducted as per govt. rules and regulations)
