INFORMATION FOR APPLICANT

Brief Description of Assignment : The Expert will work as a full-time member in PIU at the headquarter of DoF. The objective of this assignment is to identify, plan, execute, manage, facilitate, coordinate, report and evaluate all activities related to Climate Change and Environment issues. He/She will provide co-ordination, technical support and services maintaining liaison with other individual and institutional consultants for successful implement of Components 2.2. He/She will review existing environmental impact on fisheries and develop mitigation strategies in consultation with local people. He/She will work collectively as a team member within the PIU under direct control and supervision of the Project Director in developing required outputs and the services. He/She will be responsible to the PD for the following tasks: a. Assures the provision of safeguard measure in ecological and other related climate change and environmental aspects in the project; b. Develop simple screening matrix to evaluate environmental safeguard aspects of all project activities; c. Work closely with World Bank (WB) Task Team to address any environmental issues indicated by the WB environmental safeguard team. d. Develop monitoring plan for environmental management for all relevant activities in line with WB guidelines e. Ensure adaptation of Environmental Management Plan/Framework (EMP/EMF) for effective management to closed water biodiversity, waste management, and sustainable livelihood activities in the project; f. Assess and identify climate resilient technologies (inclusive of the consideration of gender issues). g. Monitor and plan the project outcomes that will strengthen the adaptive capacities of vulnerable smallholder farmers, especially women, to climate change induced impacts. h. Ensure adaptation and mitigation to climate change by provision of climate smart Aquaculture practices to the project farmers in an environmentally sustainable manner. i. Develop a training manual on environmental safeguard in aquaculture, post-harvest handling, marketing and provide training to all project stakeholders on climate change mitigation, adaptation, and resilience. j. Conduct a climate change risk and vulnerability assessment in the project area to identify climate change impacts on aquaculture, and developing a climate change adaptation strategy to address these impacts. k. Contributing to knowledge sharing and best practices on climate change for the wider development of community and civil society. l. Accountable to Project Director and Any other task assigned by the Project Director/ project management as and when required. Experience, Resources and Delivery Capacity Required : 3. General Qualification and Experience: a. Master’s Degree in Environment Related Science/ Fisheries/Marine science. 4. Specific skills and Experience: a. Minimum 15 years work experience in environmental related activities in government/ autonomous/semi-autonomous/private international organization; b. Must have 05 years proven experience in natural resource management development project; c. Experience in the relevant field with IDA/ development partner funded project will be an advantage; d. Good Computer skills in Windows operating Systems (Word, Excel, Access and Power Point). e. Strong communication skills in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team. f. Fluency in English and Bengali language and good communication skill. 5. Climate Smart Agriculture and Water Management Project (DoF-Part) now invites eligible Applicants to indicate their interest in providing the services. The Applicants are requested to submit their: (a) CV (Curriculum Vitae), which will indicate that they are qualified to perform the assignment; (b) expected remuneration and (c) submission letter as per prescribed format. 6. The Climate Change and Environment Expert will be selected in accordance with the “World Bank Procurement Regulations for IPF Borrowers (July 2016)”. It is expected that the Consultant’s service will be commence from the First week of January 2025 at Dhaka. Duration of the consultancy services would be for 9 (Nine) months, which may subject to increase based on the Extension of the Project Duration and also based on the performance of the Consultant. 7. Expression of Interest (EOI) shall be submitted before/within 2 December, 2024 up to 5:00 PM either in sealed envelope clearly marked “Expression of Interest (EOI) for Selection of Climate Change and Environment Expert” in the email’s subject line or on top of the envelope or through email sent to the following undersigned address. EOIs received after the last date of submission will not be considered for short listing. 8. The Project authority reserves the right to accept or reject any or all EOI without assigning any reason, whatsoever.
