| Brief Description of Assignment |

Bureau of Mineral Development (BMD) plans to carry out EIA for the project of (1) 52 Silica Sand Quarries in 6 upazila of Moulvibazar District (Sreemangal-29, Komolganj-07, Rajnagar-06, Kulaura-04, Borolekha-04 and Moulvibazar Sadar-02), (2) 23 Silica Sand Quarries in 3 upazila of Habiganj District (Madhabpur-08, Chunarughat-07 and Bahubal-08). The brief ToR (but not limited to) of the EIA include the following : a) Executive summary, introduction, Legislative/Regulations b) project details, baseline condition, Socio-economic environment c) Potential impacts and Mitigation plans d) Management Plan/Procedures, Stakeholder consultation e) Benificial impacts f) Conclusion and recommendation g) Obtain the environmental clearance certificate from the DoE, GoB in time as suggested by BMD. h) Others (as required). |

The consulting firm should have experience in providing consultancy services for EIA related to Sand Mining Project at least three projects. Using state-of-the-art technology, the consulting Firm shall have their own personnel and equipment to conduct the EIA following GoB guidelines. The consulting firm should have dedicated (i) Environmental Scientist/engineer, (ii) Socio-economist, (iii) Safety/HSE (Health, Safety and Environment) Expert, (iv) RS (Remote Sensing) & GIS (Geografic Information System) Expert and (v) Team Leader. Any expert (stated above) can act as a team leader. The consulting firm will have to use their own processing and testing facility and software for conducting this project. The interested consulting firm requires submitting the EOI proposal (hardcopy) in English language inclusive all supporting documents (3 coppies) with a letter of submission should clearly indicate as the subject : “Expression of Interest” and name : “Environmental Impact Assessment (EIA) of 52 (Fifty Two) Silica Sand Quarries in Moulvibazar District and 23 (Twenty Three) Silica Sand Quarries in Habiganj District” under Bureau of Mineral Development (BMD) on any working day (Sunday to Thursday) between 09:00-17:00 hours to the address below before the EOI closing time with the following information indicating their eligibility :- Consulting Firms of Bangladesh are eligible to submit EOI. The Firm Should be registered for consultancy services with valid/legal/license documents. Background of the Firm with brochures, etc. The consulting Firm shall have the EIA service experience a minimum 5 projects in last 10 years. Minimum 30 Crore Yearly Turnover. 5 Work Orders from Government Project with more than 1 Crore. ISO 9001, ISO 14001 and ISO 45001 Certificate. The experts shall have a minimum of Bachelor Degree in related subject. The individual Consultants (Environmental Scientist/Engineer, Economist, HSE Expert, GIS Expert & Team Leader) should have the related EIA service experience a minimum 3 projects in last 10 years. Experiences of the Firm (Sand Mining Project) and Experts need to be provided. Documents in favor of experiences (Firm & Experts) – Curriculum Vitae (CV) of relevant Experts –Audited financial reports for the last two years – Number of permanent key professional employees with qualifications Types of major software and equipment to be used- The Firm Should have a good track record in consultancy services for EIA. The experiences (no. of projects, years of service etc) and educational qualifications of all categories of Consultants and Firm can be shown in a summary table. A key professional staff (Consultant or Expert) shall not be proposed by more than one Firm. The Consulting Firm must make sure that the consultant/expert included in its proposal does not give his/her consent to any other Firm related to this project. |

Any Firm having joint venture agreement with other national firm will be taken into consideration. In that case, the Firm should provide the copy of joint venture agreement including scope of services that the other Firm will provide. The EOI proposal shall be signed and sealed by the authorized representative of the firm for submission of the proposal. EOIs will be opened in presence of the representatives of the participating firms, if any, on 28.08.2024 at 12.15 hrs (BST). Incase of any unavoidable circumstances such as strike civil commotion, floods, lockdown, govt. declared holiday etc. EOIs will be received and opened on the following working day. Upon receipt of EOIs, the interested Firms that are deemed best suited to perform the assignment will be short-listed. Thereafter Request for proposal (RFP) document will be sent to the short-listed firms. This tender will be processed following the governmental rules and regulations (i.e. PPR-2008 & PPA_2006). No need to pay for EOI document. No submission through website. |
