| Brief Description of Assignment |

Focus of component 3 of SACP under BADC is to establish community ownership on the water management infrastructure through (i) formation, mobilization, training and development of Water User Groups (WUGS); (ii) skill development of the WUG on operation and maintenance; and (iii) develop institutional capacity to establish sustainable WUG so that they can provide professional services to their members. Besides irrigation, this component will also address production of high value crop seeds, another critical input for southern agriculture. The project area comprises 30 coastal Upazilas under 11 districts in southwest, south central and southeast regions. Altogether the project has a target of mobilizing 240 (Two Hundred and Forty) WUGs in project areas within the southern region. In doing so, the component has a provision of hiring consulting entity as a 'Community Mobilization Agency (CMA). |
| Experience, Resources and Delivery Capacity Required |

The Consultant(s) should have a team comprised of a mix of managerial and field extension agents to ensure that the assignment benefits from best practices of community mobilization and coupled with in-depth knowledge of the local context of how to establish sustainable WUGs. The Consulting Firm should have
-legally registered and adequate resources with modules on community mobilization with commendable experiences (minimum 10 years) on agricultural input value chain.
- experience of successfully completion of minimum 5 (five) Community Mobilization task during last 8 (eight) financial years. The experience of similar projects like the governments/Autonomous organizations/donor agencies/UN Organizations/ international NGOs in Bangladesh and other developing countries.
-The Consulting Firm should have minimum 05 (five) years’ specific experience in conducting Community Mobilization task or similar type of study on agriculture, marketing, research, irrigations facilities with infrastructure, climate change, and other social and gender-related issues for the Government and Development Partners supported projects.
-Minimum specific experience of satisfactory completed Community Mobilization task is of minimum BDT 125.00 (one hundred twenty-five) lakhs under maximum 2 (two) contract in the last 05 (five) years for governments/Autonomous organizations/donor agencies/UN Organizations/ international NGOs in Bangladesh and other developing countries.
-The Minimum amount of liquid asset i.e., working capital or credit lines, net of other contractual commitments is BDT 125.00 (one hundred twenty-five) lakhs. Detail mention in Terms of Reference (TOR). |
