The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the “Livestock and Dairy Development Project (LDDP)” and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include “Consultancy Services for Monitoring of Environmental and Social Impact (MESI) under LDDP.”.
The objective of the assignment is to carry out periodic monitoring of environmental and social impacts of project interventions are being implemented or to be implemented under different components/sub-components of LDDP and to prepare periodic monitoring report on environmental and social compliance as per the conditions of the Environmental Clearance Certificate from DoE (Department of Environment), and Environmental and Social Management Framework (ESMF) including Small Ethnic Community Development Framework (SECDF), Resettlement Policy Framework (RPF), and Pest Management Plan (PMP) as prepared during the preparation stage following WB’s policies and ECR’97. The consultant (firm) has to consider relevant IEE reports, if applicable, Environmental and Social Impact Assessment (ESIA) Reports and Environmental and Social Management Plans (ESMP).
The total duration of the consultancy service will be 12 months from the date of commencement of the assignment.

The Livestock and Dairy Development Project (LDDP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) Legal documents as the proof of legal capacity to perform the services (Registration as firm, Trade license, Tax Identification number, VAT registration number).
(ii) The firm shall have minimum 7 years of experience in carrying out the assignments related to collection of baseline social-ecological data, development and implementation of biodiversity, environmental management programs, and development and implementation of conservation programs in Bangladesh. The firm should have experience of carrying out baseline and impact survey in the livestock sector projects. Experience of carrying out compliance assessment and monitoring of environmental and social safeguards of donor funded large projects is essential. Experience of IEE/ESIA following the ECR’97 and World Bank Safeguards Policy will be preferable.
(iii) The firm should have in-house capacity of doing environmental and social safeguards baseline survey and IEE/ESIA. Preference will be given to the organization equipped with manpower and logistics to carry out the tasks in the livestock sector and have experience of carrying out environmental studies and project impact assessment and mitigation.
(iv) Technical and managerial capability of the firm with the list of experts with their qualifications and experiences. Detail CV of Experts will not be required as it will not be evaluated at the shortlisting stage.
(v) Audit reports done by the reputed audit firms for last 3 years have to be submitted along with the EOI showing the annual turnover.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and Revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Procurement Regulations.
