| Brief Description of Assignment |
: |
To monitor overall compliance of the project following the project development objectives (PDOs) and results frameworks of the project. |
| Experience, Resources and Delivery Capacity Required |
: |
(i) Master’ Degree in Civil Engineering, Urban and Regional Planning, Management Information System, MBA (major in MIS) or any other relevant discipline from any reputed public university having excellent academic background; (ii) 12 years of total experience of which 10 years in developing results-based monitoring and evaluation framework, tools and templates in donor funded similar projects; (iii) Applicant should have 7 years’ experience as M&E expert in foreign aided project; (iv) Proven 5 years’ experience and solid understanding of the urban sector with focus on infrastructure development is required; (v) Proven experience in planning and implementation of M&E systems plus evidence of track record; (vi) Proven experience in similar assignments in the South Asia regions; (vii) Strong reporting, communication, documentation and presentation skills; (viii) Demonstration of strong analytical and research skills; (ix) Proven experience with the logical framework approach and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), training in M&E development and implementation, facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, information analysis and report writing; (x) Familiarity with supportive attitude towards processes of strengthening local organizations i.e., Pourashavas/ city corporations and building local capacities for self-management; (xi) Disposition to undertake regular field visits and interact with different stakeholders, especially the Pourashavas/ city corporations under the project; (xii) Advanced Knowledge of computer skills- MS Office, MS-Project, Arc GIS, Programming (Oracle, PHP & MySQL) & other Database Management Software (SPSS, SAS, Statistic etc). |
