INFORMATION FOR APPLICANT
|
Brief Description of Assignment |
: |
To provide support to Project Management Unit (PMU), RUTDP to ensure (i) Financial management and disbursement functions of the project will be undertaken by the financial management section in the PMU, supported by a Financial Management Specialist (FMS), reporting to the Project Director; (ii) Assist in managing Financial Management (FM) and disbursement functions to support implementation of the project activities at the PMU; (iii) Assessing FM capacities of the Pourashavas/city corporations and eligibility for project funding; (iv) Assessing the requirements of funds for infrastructure activities under approved sub-projects of the Pourashavas/city corporations, and disbursement. |
Experience, Resources and Delivery Capacity Required |
: |
(i) Have an Internationally recognized accounting qualification (i.e. FCCA/ FCA/ FCMA/ FCPA); (ii) Have Master’s Degree in Accounting/Finance/Management/Business Administration; (iii) Have 12 years of post-qualifications experience of work in a complex multi-sectoral environment. Experience of donor accounting would be an advantage; (iv) Audit experience and work in the municipal finance sector would an added advantage; (v) Have solid understanding of Government financial processes and regulations; (vi) Possess knowledge and experience of donor funded Project Financial Management system and processes and office applications (word processing, spreadsheets, databases etc.); (vii) Have 5 years’ experience in World Bank Finance Project as FMS; (viii) Fully conversant with and have had hands on experience in application software and also in Computerized Accounting System with ability to assist in implementation and customization; (ix) Skills in software installation and troubleshooting will be added advantage; (x) Have a demonstrated focus on impact and results; (xi) Strong organizational and planning skills with the ability to work independently as a team player and under pressure; (xii) Strong interpersonal communicative skills, experience in team leadership and participatory management; (xiii) Ability to train the project staff on financial management system; (xix) Have an excellent conduct of English language. |
