| Brief Description of Assignment |

The Health Economics Unit (HEU) is the designated focal point of the Ministry of Health and Family Welfare for tracking health expenditures in Bangladesh and has so far completed 06 rounds of the Bangladesh National Health Accounts (BNHA) for the period 1997 to 2020. HEU envisages the development of the 07th round of BNHA for the period 1997-2023. It is planned to estimate the expenditure primarily using the System of Health Accounts (SHA) 2011 compatible BNHA framework for the period 2020-2023 (based on the availability of audited expenditure data from IBAS++). |
| Experience, Resources and Delivery Capacity Required |

To be selected, the organization MUST fulfill the following criteria:
• 15 years (or more) of working experience of Conducting National Level Surveys on Health
• Extensive knowledge of the System of Health Accounts (SHA), 2011
• Verifiable work experience using SHA, 2011 guidelines for Health Expenditure tracking.
• Extensive knowledge regarding the Government’s Budgeting System, IBAS++ & Health, Nutrition, and Population Sector Program (HPNSP).
• Proven expertise in conducting national-level surveys.
• Prior involvement in Health Economics research or related fields.
• Proven ability to manage large datasets effectively.
• Expertise in using STATA, SPSS, and other statistical software for data analysis.
• Proven expertise in quality report writing and developing policy recommendations in English.
Applicants fulfilling the following criteria shall be given SPECIAL CONSIDERATION in the selection process:
• Verifiable Work Experience in conducting Bangladesh National Health Accounts (BNHA), BNHA Subaccounts or similar Expenditure Tracking initiatives based on SHA, 2011 guidelines |
