INFORMATION FOR APPLICANT

Brief Description of Assignment : The purpose of the Assignment is to bring expert advice and support to: o understand the opportunities for Carbon Abatement of Bangladesh’s full oil and gas value chain operations; o conduct a GHG emissions detection program for the entire Bangladesh oil and gas upstream, midstream and downstream value chain (excluding the distribution network) through satellite, aerial and ground-level technologies; o develop a detailed GHG emission inventory for the wider Bangladesh oil and gas value chain to better understand emissions sources present and inform their relative contribution to overall emissions; o conduct a detailed GHG emissions inventory for five (5) selected priority oil and gas assets, to be defined by MPEMR/Petrobangla; o identify if there are significant outlier assets with higher-than-expected emissions; o identify potential Carbon Abatement measures -including energy efficiency, abatement of gas flare and methane venting and fugitive emissions, electrification options and CCS opportunities- that could be leveraged to reduce the carbon intensity of oil & gas production and address emissions across the oil and gas value chain; o develop a national Marginal Abatement Cost Curve (MACC) for the wider oil and gas value chain to help prioritize interventions and opportunities for Carbon Abatement and develop a short- to medium term Action Plan; o develop a detailed Marginal Abatement Cost Curve (MACC) for case study assets in collaboration with asset operators and secure alignment on the abatement opportunities identified and develop a short- to medium term Action Plan; o develop recommendations and a prioritized Action Plan for the introduction of a legal, institutional, regulatory and contractual framework for incremental future action and investment in the Carbon Abatement of oil & gas value chain operations. For this, the Client ‘PETROBANGLA’ under the Ministry of Power, Energy and Mineral Resources, Bangladesh has committed to the implementation of Technical Assistance for Carbon Abatement of the Oil and Gas Value Chain project in Bangladesh by engaging Consulting Firm. The ToR and the EoI documents will be available in UN Development Business online, World Bank’s external website, www.petrobangla.org.bd, www.cptu.gov.bd and 02 Bengali & 02 English National Newspaper for national circulation.
Experience, Resources and Delivery Capacity Required : The applicant should have the following experiences: o Ten (10) years overall experience in Consultancy services; o At least five (5) years’ experience in Consultancy works related to oil and gas Emissions Detection, MACC and Action Plan, Policy and regulatory framework for Carbon Abatement of O&G operations o Prior Consultancy works experience in similar assignments in Asia or similar contexts.
Other Details (if applicable) : Consultants are requested to submit at least the following supporting documents in support of the above-mentioned criteria: (a) The Firm's Incorporation/Trade/registration documents from the country of the firm Registration documents from the country of the firm, ; (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last 3 years; (e) list of the firm’s in-house/regular staff with relevant expertise (f) description of experience of similar assignments (including nature, scope of services, contract amount, name of employer, period of contract (date of contract signing to date of completion) funding agency(s), location /country of service etc.) The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (Fourth Edition, November 2020) (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. The qualifications of sub-consultants will not be considered in the EOI evaluation and Shortlisting process. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected, and it is preferable to limit the maximum number of JV partners to 04 (four) including the Lead Firm. In the case of an association (JV or Sub-consultancy), the Consultants must explain in the EOI submission (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or sub-consultants in the association. Failure to provide the above explanation in the Expression of Interest may risk the association not being shortlisted for the assignment. Interested consulting firm/JVs will be required to submit 3 (three) signed copies of EoI – 1 (one) Original and 2 (two) copies in closed envelope marked with “EXPRESSION OF INTEREST (EoI) FOR SELECTION OF INTERNATIONAL PROJECT MANAGEMENT CONSULTING FIRM FOR THE ENGINEERING, PROCUREMENT, FIELD CONSTRUCTION, COMMISSIONING, SUPERVISION ETC. OF THE GAS SECTOR EFFICIENCY IMPROVEMENT AND CARBON ABATEMENT PROJECT” along with soft copy in CD-ROM on all working days (Sunday to Thursday) within office time at the place of receiving EoI before the EoI closing date & time. Any application submitted later than the specific date and time or submitted through e-mail/fax will not be entertained. A Shortlist of firms/JVs will be prepared upon evaluation of EoIs based on the criteria of (a) Management Competence, (b) Technical Competence, and (c) Geographic Competence following the provisions of the PPR-2008 and World Bank’s “Procurement Regulations for IPF Borrowers”. The Request for Proposal (RFP) Documents will be issued in their favor.
