Brief Description of Assignment |
: |
The scope during preparations, before the start of the dredging operations includes:
• Review all available historical document, maps, hydrographic charts and literatures on the morphological development and improvement of works.
• Analyze the available hydrographic charts, water level and water flow in the different rivers of the study area to characterize the hydrological and morphological conditions of the river systems.
• To carryout baseline data fixing and hydrographic survey for the planning of dredging activities for ensuring flow availability during dry season, navigability, flood and erosion management.
• Carryout Sustainable channel design of Zinai, Ghagot, Bangshi, Sutia, Kachamatia and Nagda river.
• Carryout hydrological and morphological modelling of the rivers to plan the best suited dredging alignment and back-filing rate
• Carryout dredge volume from pre and post hydrographic survey before and after dredging.
• Review and confirm the alignment and layout design of the navigational channel (width, depth and alignment) considering the dimensions of design vessel, existing bathymetry from recent hydrographic/ check survey and tidal and morphologic characteristics of the river.
• Prepare the dredged material disposal plan considering the physical, biological and social parameters and beneficial use of the dredged materials and in consultation with local stakeholder and multi-criteria analysis
• Review of the dredging and disposal plan made by the contractor (dredging material management plan).
• Preparation of environmental monitoring plan
• Review and confirm environmental monitoring plan, project quality plan, Project execution plan, Risk and impact assessment register, etc. made by the contractor.
• Provide of dredging alignment to the field and dredging volume calculation as per the requirement of BIWTA as per the methodology and also after conduct of dredging volume the consultant should certify all the volume.
• Organize stakeholder consultation meetings for each rivers.
• Supervise, analyze and certify pre-surveys, environmental monitoring and monitoring of hydraulic and morphological parameters (performed by the contractors).
• Field measurement of water flow, water level and sediment concentration in each river for characterizing the hydrological and morphological conditions of the river
• Analyze the available water level, discharge and sediment data.
• Finalize locations for bank protections works and water control structures (rubber dam and water dam, etc.) as identified during the feasibility study period; conduct relevant geo-technical investigations connected to stability, seepage, etc. for the detailed design of the structures.
• Finalize detailed design of bank protection works and water control structures based on geo-technical investigations, hydrologic, hydraulic and morphologic information including finalization of quantity of material and costing.
• Finalize locations for constructions of stair, landing and ramp structures along the river banks as identified during the feasibility study period; conduct relevant geo-technical investigations for the detailed design of the structures.
• Finalize detailed design of stair, landing and ramp works based on geo-technical investigations, hydrologic, hydraulic and morphologic information including finalization of quantity of material and costing.
• Detailed architectural, structural, electrical, and plumbing design of landing, stair, bank protection and ram
The scope during dredging operations:
• Joint hydrographic survey by the BIWTA in presence of Consultant and Contractor.
• Supervise and certify dredging performance, review achieved depth, compare with targets and identify shortfalls.
• Supervise, witness and certify pre-, post-, and progress surveys, environmental monitoring and monitoring of hydraulic and morphological parameters (performed by the contractor).
• Quantify dredged volumes based on pre and post survey hydrographic data.
• Develop a mathematical hydrodynamic and morphological model and assess maintenance dredging volume and frequency.
• Develop trial pit for monitoring and assessment of re-siltation rate and maintenance dredging
• Calibrate and update of available water model with data from surveys and monitoring
• Assess backfilling rate and maintenance dredging requirements based on water model.
• Update dredged material management plan.
• Verify and certify contractor’s invoices.
• Organize progress meetings with contractor and the client on a regular basis.
• Organize stakeholder meetings/ workshops to disseminate project schedule and progress.
Scope of Environmental assessment and monitoring:
• Environmental assessment and mitigation measures
• Investigation of baseline information of physical, biological and social environment.
• Assessment of anticipated impacts of the project activities on the physical, biological and social environment.
• To ensure that the Environmental Management Plan (EMP) and monitoring plan is followed strictly in order to minimize the adverse effects due to project interventions.
• Monitoring water availability, irrigation, fisheries and livelihood and flooding through field survey and consultation with multi-stakeholders
• Prepare 6-monthly environmental monitoring report
Development of Monitoring and Decision Support System for river dredging
• Three major items in the Smart Dredging Monitoring and Decision Support System (DM-DSS), such as, (i) a comprehensive Database, (ii) a regular dredging monitoring system and (iii) a holistic decision support system.
• Preparation of course models of Advance Dredging Technology, maintance/ Trouble shooting of dredger /tug boat etc., fire fitting system in the Dredge Training institute at BIWTA
Reporting
Consultant shall submit their reports:
• Inception Report, Quarterly Progress Report, Technical Report of Pre and post work and Final Report.

Experience, Resources and Delivery Capacity Required |

The eligibility of the Consultancy Firm (National) in providing the Services are as follows :
i) The Consulting Firm must have the General Experience of rendering the Consultancy Services within the last 10 (ten) years.
ii) The Consulting Firm must have the Specific Experience as satisfactory completion of morphological study, design & supervision of dredging work etc. in the last 5 (five) years.
iii) In case of Joint Ventures, the Lead Partner must have the above experiences of rendering the Consultancy Services within the respective mentioned years. Other Partners must have the experience of rendering Consultancy Services of any water resource related project within the last 5 (five) years.
Interested Consultancy Firms (National) are invited to provide the following information with evidence indicating that they are qualified to perform the services :
a) Background of the Firm including general information.
b) General and specific experience of the Firm including area of expertise.
c) Summary of similar completed/ongoing projects including total professional man-month and contract amount.
d) Financial capability of the Firm including audited financial reports.
e) Summary of permanent professional employees with key personnel’s qualification and experience.
f) Summary of logistics and other facilities to carry out the service. |

The Consultancy Services shall be carried out for a period of 66 (sixty six) months.BIWTA now invites eligible Firms to indicate their interest in providing the services.
