Ishurdhi-Parbatipur corridor is one of the most important corridors of Bangladesh Railway having used as main line (Dual Gauge Single line section) of west zone of Bangladesh Railway connecting the major district of Bangladesh. There are different classes of 24 stations and 20 (Twenty) nos. of block stations in Ishurdhi-Parbatipur section. The existing signaling system of the 20 (Twenty) block station are very old and worn out mechanical system. Therefore, the Government of People’s Republic of Bangladesh decided to replace the existing signalling system of 20 stations by modern Computer Based Interlocking Signalling System (CBI) with the assistance of EXIM Bank of Korea through EDCF.
The Government of the People’s Republic of Bangladesh (GoB), through Bangladesh Railway (BR or the Employer) of Ministry of Railways, intends to engage consultants for Basic Design, Estimation & Design review and Construction Supervision works for introducing CBI Based Signaling & Interlocking system with provision of CTC system and related track works and other co related works including defects liability period of the mentioned section. Consultancy Services will be as per Terms of Reference (TOR).
The assignment of the consulting firm is maximum 36 Months and categorized in two phases as Lump Sum:
? Phase -I : Prepare the basic design and technical specification for the specified works and for preparation of bidding documents
? Phase-II: Design Review, Construction Supervision, Testing and Commissioning of Signaling & Interlocking system with provision of CTC system including defects liability period. |
| Experience, Resources and Delivery Capacity Required |

a) The Consulting firm shall have satisfactory working experience(s) comprising of conducting similar works e.g. preparing bidding documents including technical specification, Signal Plan / Drawings for CBI signaling and interlocking system including CTC. The consulting firms shall also have experience in Carrying out Construction Supervision and testing Services during construction of signaling system and other related works.

? The Consultant firm will be selected in accordance with the Quality- Cost Based Selection (QCBS) Method as per the ”Guideline for the Employment of Consultants under EDCF Loan” .
? Expression of Interests (EOI) in three sets (One original + Two duplicate) and searchable format soft copy shall be submitted in sealed envelope and delivered to the address of the undersigned.
Association with foreign firm(s): Association in the form of JVCA or Sub-consultancy with qualified firm/firms within Korean consulting firms as per provision in the ”Guideline for the Employment of Consultants under EDCF Loan” will be allowed. The formation, operation and obligation of JVCA shall be governed by the Rules-54 of PPR, 2008 as enforced in Bangladesh. |
