INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The Government of the People's Republic of Bangladesh has received financing from the World Bank toward the cost of the Program for Supporting Rural Bridges (SupRB) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include multidisciplinary services covering: review of LGED's contracting practices and industry survey, economic analysis, surveys, and preliminary design of subprojects, verification of environmental and social impact assessment, survey & site investigations, climate resilient technical design, preparation of BoQ, preparation of Bid documents of performance based maintenance contract and ad-measure contracts, preparation of detailed project reports (DPRs) and drawings. Total estimated professional staff (Various Level) month is 55. The services will be implemented within a period of 8 months and July 2024 may be the expected start date of the assignment.

The Local Government Engineering Department (LGED) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage. The shortlisting criteria are:
a) General experience of the Firm(s), core business and years in business;
b) Relevant experience in similar assignments (It may be mentioned that proven experience in the feasibility study and design of climate resilient rural roads project will carry more weightage during evaluation);
c) Relevant experience in developing Asset Management Strategy and Prioritization of the Road network, performance-based maintenance and design-build contracts for rural roads; and
d) Relevant similar experience in development partner (DP) funded project.
e) Financial soundness of the firm; and
f) Staffing and logistics of the firm.
Consultants are requested to submit, but not limited to, the following supporting documents in support of the above-mentioned criteria: (i) Registration paper of the firm(s) including brochures; (ii) description of relevant assignments (completed over the last 10 years, including nature, total value of the contract, employer, location of service etc.);

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017 and August 2018) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and separately liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection (QCBS) Method (open-international) set out in the World Bank Procurement Regulations.
