| Brief Description of Assignment |

"The Environment Specialist will be responsible for monitoring and supporting the implementation of the Projects environmental assessment and review framework (EARF). The Specialist will work in collaboration with the PMU and LGED in advising LGED to advise and supervision on environmental matters.
The Environment Specialist (national consultant) will be recruited on individual basis and the main objective of the consulting service (the Services) is to provide technical support in project management in the areas of implementing projects environmental assessment and review framework during the construction and operation of Health facilities, monitor the compliance of LGD with environmental provisions according to the Loan agreement and develop guidelines for medical waste management towards attaining the UPHCSDP-II objectives. The consulting service will require about 126 working days inputs (intermittent). " |
| Experience, Resources and Delivery Capacity Required |
: |
Masters degree in environmental sciences or environmental engineering or relevant fields with 10 years general consultancy experience in the field of environment. At least 5 years experience in assessment of environmental impacts, preparation of IEEs, EMPs, Environmental monitoring reports, and management of environmental safeguard issues in urban and municipal settings preferred. Experience and familiarity with ADB or World Bank environmental safeguards requirements preferred. Strong communication skill and proficiency in computer applications; excellent English and Bangla both in written and spoken are required. Participation in the relevant overseas assignment will be desirable attributes. |

The UPHCSDP-II, on behalf of LGD, now invites EOIs from national professionals/specialists to indicate their interest in providing the required services. The EOI must include detailed curriculum vitae in ADBs format. Total budgetary provision for consulting service packages is BDT 2,400,000 (including taxes). This amount includes remuneration and other expenses for all activities and inputs in the TOR, such as per diem, miscellaneous travel expenses, report preparation, production, and transmission, land transportation, communications, miscellaneous expenses, etc.). The EOI along with the detailed CV must be submitted online through ADBs Consultant Management System (CMS) at http://cms.adb.org by 11:59 PM Manila time on or before 21 November 2023. Electronic submission in ADB CMS is mandatory and hard copies without electronic submission cannot be considered. The consulting services are expected to field from 15 December 2023 and continue until project completion. Possibility of extensions is subject to operational needs, consultant performance, and continued availability of funds. The location of consulting assignment will be Dhaka, Bangladesh with domestic travels to selected locations as required. |
