INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
WZPDCL intends to hire a consulting firm to review the existing mapping, planning, operations, metering, manpower development and customer service systems of WZPDCL and provide recommendations for a transition to a smart/advanced distribution system based on the following tasks. The scope of services for this consultancy includes the following tasks of review/analysis of existing practices in each listed major area/discipline and provide recommendations for improvement.
I. Geographic Information System (GIS)
II. Planning & Engineering
III. System Operations & Maintenance
IV. Incorporation of Modern Technology for Customer Services
V. Capacity Building Process
VI. Advanced Technologies for Smart Distribution System
VII. Land Utilization possibilities
VIII. Reporting
Task-1: Geographic Information System (GIS)
Under this task the Consultant shall review the status and extent of existing mapping systems, including the formats, base maps, data collection processes, and update frequencies of any GIS activities. This task shall also include a review of the organizational infrastructure for mapping/GIS, including the number and skills of mapping department personnel, the availability of satellite or drone imagery, what types of equipment and software are in use, and what products are routinely generated. Procedures and processes governing the level of integration of the GIS with other departments such as engineering, planning, operations, and customer service shall be evaluated.
Task 2: Planning and Engineering
This task shall consist of a review of the processes, software and products used for power system planning by the various divisions of WZPDCL. The Consultant shall evaluate the types of planning studies routinely generated, such as demand/load forecasts, master plans, construction work plans, fault studies and operations studies, and shall evaluate the equipment and software used for the purpose as well as the number, skills and organizational structure of the staff charged with preparing them. The Consultant shall evaluate whether the GIS is currently used to provide the input to the planning models and if not, why not. The Consultant shall also review existing design and planning manuals/guides and recommend for improvement as deemed necessary.
Task 3: System Operations and Maintenance
The Consultant shall review the existing distribution network operation, practices and procedures used for planning and scheduling of maintenance, connection of new consumers and response to outages, all within an environment that prioritizes the safety of line workers. The Consultant shall also evaluate the existing or planned deployment of system control and data acquisition (SCADA) systems, distribution automation, and outage management systems to allow for remote management of the distribution network to improve reliability, and determine the level of readiness of the WZPDCL operating staff and management for incorporation of such advanced technologies. The Consultant shall also review existing O&M manuals/guides and recommend for improvement as deemed necessary.
Task 4: Incorporation of Modern Technology for Customer Services
Under this task, the Consultant shall review the systems used for registration of new consumers, meter reading, the software used for billing, organization of loss control, management of meter inventories and control of meter issuances, and procedures for disconnection for nonpayment or administrative infraction. The Consultant shall also evaluate the existing or planned deployment of automated prepayment metering, conventional prepayment metering, and customer response systems, and determine the level of readiness of the WZPDCL operating staff and management for incorporation of such advanced technologies.
Task 5: Capacity Building Process
Under this task, the Consultant shall review the current practice and procedure of HR development as followed in WZPDCL both for technical and non-technical personnel. This shall cover recommendations on need assessment and upgradation of capacity building process. The Consultant shall assess the Employers capacity regarding operation and maintenance of power distribution network along with SCADA System, ADMS System, GIS System, Smart Prepayment Metering System, IT Security, Enterprise Resource Planning System, Communication System, Health, Safety and Environment Management etc., commercial operations, design of distribution networks, line and substations, preparation of project proposals & bidding documents, and configuration of protection settings.
The Consultant shall give recommendation on human resource requirement for each functional units based on consumer number, work volume & regulatory policies and capacity building & training measures that should be implemented to ensure a sustainable operation and functioning of organizational units and installed equipment. The proposal shall also include required infrastructure development of training institute under WZPDCL.
Task 6: Advanced Technologies for Smart Distribution System
• Assessment of existing IT infrastructure and Cyber security system of WZPDCL for adequacy.
• Recommendation for WZPDCL to advance the IT infrastructure and cyber security system required for a smart distribution system.
• Assess and recommend modern technologies for Battery Energy Storage System integration and Variable Renewable Energy integration.
• Assess and recommend modern technologies like SCADA and ADMS and smart metering system for modernizing the existing distribution system.
Task 7: Land Utilization possibilities
• The consultant shall assess the suitable business opportunities for WZPDCL such as Repairing Plant, Central Repairing Shops and testing facilities, Renewable Energy (RE) Integration, manufacturing plan of smart meter and transformer, etc.
• The consultant shall analyze and recommend for the optimum utilization of the existing land resources of WZPDCL. Existing Land: 284.79 Acres.
Task 8: Reporting
The consultant shall provide the following reports:
1. Inception Report (including schedule): The consultant shall submit 03 (three) copies of the inception report addressing the approach and methodology for the consultancy services including schedule for the completion of the services indicating important milestones within 1 (one) month from the date of commencement of the study.
2. Interim Report: Interim report shall be prepared by the consultant containing the summary of the progress, comparison of actual progress with the planned progress (as scheduled in the accepted inception report), causes for non-compliance with the planned schedule (if applies), revised plan with complete schedule (if applies) for completion in time, Survey data & other major findings. 03 (three) copies of the report shall be submitted by the consultant to WZPDCL within 3 (three) months from the date of commencement of the study.
3. Draft Final Report: The consultant shall submit 03(three) copies of the draft final report within 5 (five) months from the date of commencement of the study.
4. Final Report: The consultant shall rectify and furnish the final report based on the comments and remarks of WZPDCL on the draft final report. 07 (seven) copies of the final report shall have to be submitted within 6 (six) months from the date of commencement of the study. |
Experience, Resources and Delivery Capacity Required |

1. The consultant shall submit audited balance sheets and income statements or, if not required by the law of the applicant's country, other financial statements acceptable to the employer for the last 3 (three) years to demonstrate the current soundness of the applicant's financial position and its prospective long-term profitability.
2. The consultant (partners in case of JV) shall have at least 5 years overall experience in the field of electrical consultancy services in any government or autonomous power system utility, or any large power distribution utility with a minimum of 1.00 million consumers.
3. The consultant should possess specific experience of successfully completing at least 02 contracts of similar nature or feasibility studies for government or autonomous power distribution utilities, or large power distribution utilities with a minimum of 1.00 million consumers, within the last 5 years. One of these completed contracts must have a minimum value of BDT 1,00,00,000.00 (One Crore Taka) or equivalent. The above-mentioned experience shall be supported by client's certificate in their letterhead pad indicating their address, telephone number, e-mail address and details of project, (i.e., name of the project, name of the employers, description of the work, duration and contract amount). Certificates as evidence must be written in English.
4. The consultant shall have requisite number of appropriate key professionals like Utility Need Assessment Specialist (international), System Planning Engineer, System Operations & Maintenance Specialist, SCADA & Communication Engineer, IT Expert, Urban Planner/GIS Expert, System Planning & Utility Capacity Building Specialist (international), Survey Expert etc. having at least Bachelor Degree in relevant fields. The proposed professionals should be experienced in the relevant fields to carry out the proposed consulting services. The firms shall furnish the list of key professionals along with their signed CV with photograph, active mobile no & email address.
5. The firms should be capable of undertaking this assignment and are requested to submit their EOI for the services required under the Scope of Service. The EOI shall be submitted by a firm either individually or in a consortium. If any firm submit EOI individually and again in a consortium, both EOI will be rejected. |

1. Short listing will be made in accordance with the document of EOI & corresponding guideline of PPR 2008.
2. Interested firms shall provide information indicating that they are qualified to perform the service (brochures, description of similar assignments, experience in similar working conditions, availability of appropriate qualification and experience among staff with signed curriculum vitae, list of the technologies, database, software & hardware etc. to be used for engineering analysis, financial and managerial capacity should be submitted.)
3. The Expression of Interest (EOI) shall be submitted in 2 (Two) sets (One Original & One Copy) on or before the specified date and time to the office of the undersigned. The proposals /applications will be opened as mentioned in presence of the representatives of the EOI applicant (if any). The Expression of Interest shall be submitted in sealed envelope and clearly marked with name of the assignment to the office of the Inviting official.
4. Any EOI submitted after closing time and date or submitted through telex / fax / mail shall not be entertained.
