INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
I. Develop procurement plan for IT-Goods, Goods, Works, and Services under the project, and update the Plan as and when needed through the Banks Systematic Tracking of Procurement Exchanges system (STEP).
II. Prepare drafts to Request for Expressions of Interest (REOI), Terms of References (TOR), Invitation for Bids (IFB), Invitation for Prequalification (IFP), Bidding Document, Request for Proposals (RFP), Pre-Bid Meeting Minutes, and assist in Bid evaluation as per WB Procurement Regulations.
III. Conduct procurement in accordance with WB Procurement Regulations for IPF Borrowers (November 2020) and the Banks STEP system will be used to prepare, clear and update Procurement Plans and conduct all procurement transactions for the Project.
IV. Provide timely advice in making submissions for Letter of No Objection at WB.
V. Provide advice and training to PIU members on WB procurement framework (NPF) and prepare report on procurement status.
VI. Conduct diagnostic analyses on delays, inefficiency, etc. in the system, and provide recommendations to improve the same.
VII. Conduct site visits and verify supervision consultants (if any) periodic reports on physical progress.
VIII. Prepare contract management checklist and suggest improvement of contract administration.
IX. Conduct procurement activities under the project using CPTUs e-GP portal as applicable.
X. Transfer of knowledge by the consultant to Ministry officials assigned by PIU.
XI. Any other task assigned by the PD/project management as and when required. |
Experience, Resources and Delivery Capacity Required |
: |
• At least Graduate in engineering/ procurement/ supply chain management/ commerce / finance/ business/ management/ law/environmental science or suitable equivalency). Post graduate degree in Procurement will be preferred.
? At least Fifteen (15) years of general experience out of which Ten (10) years of experience as Procurement Consultant in public organization or have had responsibilities with a substantial content of his / her position in the procurement area (use of internationally accepted contract documents for IT system, Goods and Services)
? Specialized knowledge of procurement of goods selection/ contracting of consultant services preparation of bidding / contract documents for the international procurement of goods, works, services public procurement policies; sustainable procurement advanced contract management
? Basic knowledge and understanding of e-Government Procurement (e-GP)
? Knowledge and experience in technical, commercial, and legal aspects of procurement of the WB- financed project will be an added advantage.
? Strong communication skills in presenting, discussing, and resolving difficult issues.
? Ability to work efficiently and effectively in a multidisciplinary team.
? Individuals who are currently working as Procurement Consultants under contract on another WB-financed project may also participate in the competitive selection process and if selected they will be required before contract signing to provide documentary evidence of having complied with their existing contractual obligations for advance notice to the client for early termination of the contract, to avoid disruption in implementation of that project. |

5. The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Banks Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020, setting forth the World Banks policy on conflict of interest.
6. A consultant will be selected following the Selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, July 2016, and updated in November 2020.
