| Brief Description of Assignment |

To support Bangladesh Water Development Board with technical analysis and assistance to develop investment priorities and assess their feasibility for Strengthening Hydrological Information Services and Early Warning Systems in a proposed second phase. Specific objective of this consultancy is (i) assessment of Meteorological Observation System, Surface Water Observation System, Groundwater Water Observation System, Coastal Monitoring Observation System and Cyclone Preparedness Program and Flood Forecasting System of Bangladesh after modernization through implementation of Component B of BWCSRP in Phase I; (ii) Further requirement of the systems; (iii) Design for further improvement of the Systems; & (iv) Preparation of a framework including procurement plan |
| Experience, Resources and Delivery Capacity Required |

The Consultants should have at least 10 years of working experience in the water resources management sector similar to the tasks engaged by any National Hydro-meteorological Service (NHMS) or National Hydrological Service (NHS) both in developed and developing countries. The Consultants should have experience with the design and implementation of large-scale water resource systems modernization projects including the development of water resource and hydro-meteorological observation systems and the relevant capacity development needs. The Consultants should also have extensive experience with NHMS/NHS service delivery to key economic sectors including disaster risk management, agriculture and target reverie communities.
