INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Procurement Consultant will be considered as a member of the Project Implementation Unit (PIU) and he will provide advices and services for proper implementation of the procurement related activities. The service includes but not limited to:
•Process project related procurement including other activities under the supervision of the Project Director;
•Assist to prepare procurement/technical specifications;
•Prepare and update Procurement Plan;
•Accomplish procurement process of the project through the e-GP portal of CPTU;
•Provide services to PIU for preparation of different files (Tender, TOR, RFQ, Evaluation Report, Contract and Other procurement related files) related to procurement;
•Provide advices on different ideas, policies and working methods related to procurement of the project.
•Accomplish project related procurement activities (preparation of all kinds of National and International Tender documents, tender notice, review & evaluation, preparation of NoA and work order and reports) in light with the Public Procurement Act, 2006 (PPA) and Public Procurement Rules, 2008 (PPR);
•Monitor proper and timely implementation of project procurement plan and bring the deviations to the notice of the project director and provide advices for what to do in those regard;
•Prepare quarterly/monthly procurement reports;
•Coordination with the project PIU and the Ministry.
•Any other work instructed by PD/DPD. |
| Experience, Resources and Delivery Capacity Required |
: |
Bachelor (Honors) with Masters Degree from any university major in Business Studies/ Accounting/ Mechanical Engineer/Finance/Management/Procurement/ or any relevant subject. A professional degree in procurement will be given preference.
•Ten (10) Years of Specific Experience in Procurement in government projects or international organizations projects.
•Skill in preparing the tender documents for procurement (Tender, ToR, RFP, Evaluation Report, Contract Agreement, and other procurement related documents)
•Clear Concept of procurement rules, guidelines, and law.
•Clear Concept of technical knowledge for project procurement and commercial relationship.
•Skilled in preparing specifications and tender documents through analysing national/international machine & equipment manufacturer and supplier origination. |
