| Brief Description of Assignment |
: |
"1. PARTNER is a five-years program (July 2023 to June 2028) that aims to promote diversification, food safety, entrepreneurship, and climate resilience in the agri-food systems of Bangladesh. It is financed jointly by GoB and the development partners (US$ 500 million from the World Bank and US$ 43 million from IFAD). The financing from the development partners (DPs) is linked to the achievement of targets for a set of Disbursement-Linked Indicators (DLIs) and associated Disbursement-Linked Results (DLRs). There is a total of 10 DLIs and 24 DLRs spread over five years. The disbursement will be contingent upon the GoB furnishing satisfactory evidence to the DPs that it has achieved the respective DLRs and that they have been verified by an Independent Verification Agency (IVA). The World Bank will review each withdrawal application and will notify the GoB in writing that it has accepted evidence of achievement of the DLRs. After acceptance, IDA and IFAD will make the necessary payment.
2. The purpose of this Request for Expression of Interest (REOI) is to appoint an administratively, technically, and financially autonomous Independent Verification Agency (IVA) to undertake five annual rounds of verification of the achievements of the DLIs/DLRs. The appointed agency will verify the achievement of the Program’s annual DLIs/DLRs as per the methods outlined in the ToR and submit the verification reports to the Program Coordination Unit (PCU) and the World Bank. The World Bank will also review the evidence for all DLRs during implementation. While the primary objective of the verification exercise would be to determine if the DLIs/DLRs have been met, the process would be designed to figure out why DLRs are not being met and thus provide valuable feedback for course correction during Program implementation.
3. The Program Development Objective (PDO) is to promote diversification, food safety, entrepreneurship, and climate resilience in the agri-food systems of Bangladesh. The program's PDO will be assessed by the following indicators:
i). Increased area under non-rice cereals, pulses, oilseeds, and horticulture crops (hectare) (to capture increased diversification).
ii). Increased area under fruits and vegetables with GAP certification (hectare) (to capture food safety)
iii). Women and youth trained under the Program achieving at least a 30 percent income increase (number) (to capture entrepreneurship).
iv). Increased area under resilience-building, efficient irrigation technologies (hectare) (to capture increased climate resilience).
v). To achieve its development objective, PARTNER will focus on three results areas (i) Promoting sustainable and nutritious food production, (ii) Increasing entrepreneurship and access to services along the value chains, and (iii) Modernizing institutions and policies for agriculture transformation. These results areas have strong synergies and are mutually supportive.
4. The assignment will be estimated 150 professional staff-months and also non-key expert as required mentioned in the TOR, implementation period will approximately 5 years, expected start date of assignment may be 15 December, 2023 to ensuring full consistency with the TOR. The duration of implementation period may be increase or decrease or until the Project closing date, whichever occurs first.
5. Department of Agricultural Extension under Ministry of Agriculture (MoA) represented by the Program Coordinator, Program on Agricultural and Rural Transformation for Nutrition, Entrepreneurship, and Resilience in Bangladesh (PARTNER), now invites eligible Independent Verification Agency (IVA) (“Firms”) to indicate their interest in providing the Verification Services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform as Independent Verification Agency (IVA) (Consultancy Firm). "

"The shortlisting criteria are:
(a) General experience of the Agency(s);
(b) Experience in similar assignments of compatible size, complexity and technical specialty in the required area;
(c) Financial soundness, staffing and logistics of the Agency;
Agencies are requested to submit the following supporting documents in support of the above-mentioned criteria:
(a) Up To Date relevant Registration papers of the Agency(s);
(b) JV agreement/letter of intent (if applicable) along with the proposed JV agreement;
(c) Brochure including staffing;
(d) Audited financial reports for last three years (including turnover, current asset & liability and fixed asset & liability);
(e) Work experience record of Last five (05) years (including nature, total cost of Contract, total input in terms of man month, employer, location of work etc.)
(f) All other items necessary to substantiate satisfaction of the shortlisting criteria listed above and/or included in the TOR; However, Key Experts will not be evaluated at the short-listing stage;
