| Brief Description of Assignment |
: |
Scope of service includes but not limited to the following:
• Operation & Maintenance of modern real time web based on-line centralized toll collection system using Oracle 11g/12g or available latest version database using BRTA vehicle database for automatic vehicle classification which can be monitored (all transaction including transaction amount and vehicle footage) Real-Time simultaneously from Toll plaza, RHD Head Office and Road Transport and Highways Division, Ministry of Road Transport and Bridges for next 2(Two) years and any subsequent renewal period thereof in accordance to the allowed provisions under PPR 2008 and PPA 2006;
• Ensure Operation and Management (O&M) of radio frequency identification (RFID) system based cashless fully automatic “Fast Track” Toll Lanes at “Sherpur Bridge Toll Plaza, Fenchugonj Bridge Toll Plaza and Hz. Shah Paran (R:) Bridge Toll Plaza”.
• Ensure total backup support and supply of necessary equipment from ready stock for smooth operation of toll management and collection system for 24/7 basis.
• This system should facilitate for the RHD to monitor collection and deposition of daily collected amount at RHD head quarter and site offices simultaneously.
• Ensure traffic management, safety and security support within the Bridge and Bridge Approach area.
• Supply of all type’s toiletries, stationeries, cookeries etc. for toll plaza.
• Networking with Bank for auto data transfer of collected toll.
• Insurances.
• Technology transfer and institutional training.
• Provide Modern Technology
• Ensure Safety & Security that includes: Server safety, fire safety, cyber security, CCTV surveillance & fast internet connectivity. |

The EOI will be evaluated on the basis of the following (along with certified English Transcript if not in English):
1. Experience of the Firm in General assignment Completed successfully during the last 10 (ten) years.
2. a) Similar Experience in Development, supply & installation, Commissioning or upgradation of Online (Real-Time Web-based/ Computerized) Toll Collection system of major bridge/ flyover/ highway/ expressway with minimum contract value of BDT 04 (Four) crore in a single contract over a period of last 07 (seven) years. AND/OR
b) Experience in Operation & Management/Maintenance of Online (Real-Time Web-based/ Computerized) Toll Collection system of major bridge/ flyover/ highway/ expressway with minimum contract value of BDT 10 (Ten) crore in a single contract over a period of last 07 (seven) years.
3. Availability of the appropriate skilled staff (list of relevant professional staff including their qualification & experience in similar nature of works) and availability of the resources & demonstration capacity to carry out such assignment
4. Financial capability & administrative/Managerial strength.
a. Average annual turnover shall be greater than BDT 15 (Fifteen) crore of the last 05 (Five) years including audited financial statement.
b. The minimum amount of liquid assets or working capital or credit facilities shall be BDT 01 (One) crore.
c. Legal Entitlements of the Firm (Trade License, TIN, VAT Registration. etc.): Company Profile: Management, Personnel (especially key personnel) and Performance (limited to 3 Pages); Summary of Permanent Professional Staff with key qualification (qualification and experience);
N.B. All Certificate shall be issued by concerned/Competent authority not below the rank of Executive Engineer or Equivalent. |

Submission of EOI shall be in closed envelope mentioning the name and address of the applicant, EOI ref. no. & date addressing the EOI issuing authority in 2(Two) copies: 01 (One) marked as -ORIGINAL" and other as "COPY" in separate envelope in the form of bound book, both the "ORIGINAL" and "COPY" shall be inside a single envelope. The applicant shall put the page number on EOI documents serially and authorized person shall sign on every page. |
