INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
"Scope of Services and Responsibilities:
The scope of services of the Environment and Social Safeguard Specialist will be to support the PCU, the APCUs and implementation partners in carrying out the following tasks for managing E&S risks associated with the Program activities:
a) Anticipate and identify risks and provide E&S risks management support to the PCU and other APCUs.
b) Review E&S screening conducted for works packages by consultants and other APCUsin accordance with ESSA and E&S requirements under the PAP following the POM.
c) Review E&S impact assessment carried out for works packages by consultants in accordance with ESSA and E&S requirements under the PAP following the POM.
d) Assure E&S compliance measures, technology demonstration and dissemination covering social, economic, demographic, cultural, ecological, nutritional, employment and other related social and environmental aspects of Program activities.
e) Facilitate preparation of site-specific E&S Management Plans (ESMPs) including labor management plans, gender and gender-based violence (GBV) risks mitigation actions, pest management and any other social actions managing land for infrastructure.
f) Assist preparation of Program Citizen Engagement Plan including development of grievance redress system (GRS) for DAE and other APCUs and operationalize.
g) Help establish corporate E&S Management System (ESMS) and develop roadmap for adopting the ESMS including development of an E&S Management Framework (ESMF) for MoA and institutional arrangement for implementation of the ESMF under the MoAacross its organizations.
h) Prepare ESMPs f for research, technology transfer and value chain activities and ensure implementation.
i) Design and help conduct trainings on E&S risk & impact mitigation, labor management, managing GBV risks & incidents, stakeholder engagement and grievance responses and use of safe technology.
j) Develop E&S screening tools and impact assessment method in accordance with the POM and PAP responding to the requirements of the ESSA.
k) Design and establish an E&S supervision and monitoring system for the Program and develop E&S monitoring indicators for all implementation agencies and partners.
l) Carry out E&S compliance monitoring and reporting with inputs from the implementing agencies and partners and services from the consultants.
m) Document daily record of community engagement, participation and grievance resolution including site supervision issues associated with Program activities under each implementing agency.
n) Prepare Quarterly E&S Monitoring Reports and help the PCU share with the World Bank and other interested parties.
o) Any other tasks as assigned by the authority."

"Qualifications & Experience:
Academic
a) Master Degree in Science/Agricultural Science/Social Science (Sociology, Anthropology)/Environment Science and related subject
b) Candidates having PhD degree in relevant subject may have an added advantage
Experience:
c) Minimum 10 years work experience in Social/environmental related activities in donor/GOB assisted agricultural Development projects;
d) Proven experience in working with safe food production/nutrition/climate/smart/ environment related activities;
e) Experience on the World Bank’s ESF will be preferred;
f) Minimum 3 years work experience in donor/IDA funded/development projects;
g) High level of proficiency in Written and spoken English and report writing;
h) Computer literacy and skills (MS word, Excel, and power point, other computer skills etc.) is essential."

"2. PCU, PARTNER now invites eligible applicant(s) to indicate their interest in providing the services mentioned above. Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI) comprising of a CV (including employment history with duties and responsibilities) [one hard copy and also a soft copy in CD/flash drive (MS word format)], a recent passport size photograph and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
3. Details Terms of Reference (TOR), CV Template and other information will be available upon request from the address provided below either through email or in person. ToR and CV Template are also available in DAE’s website (http://www.dae.gov.bd/).
4. The consultant will be selected following the Public Procurement Rules and Act.
5. Expression of Interest shall have to be submitted to the address below (in person, by mail or through email) by 24 August, 2023 by 4:00 pm and be clearly marked as ""Expressions of Interest for the position of (…………………………………….………………………..………)” in the email’s subject line or on top of the envelope.
