Qualifications & Experience
• At least Master’s degree in Economics, Statistics, Mathematics, Public Administration, Sociology, Anthropology, ICT, or Social Science and other related subjects.
• Minimum 10 years work experience in planning and organizing monitoring & evaluation programs in government/autonomous/ private/international organization.
• Minimum 3 years work experience in M&E and related activities in donor/IDA funded development projects.
• Must have experience in log-frame, output and outcomes indicators and monitoring format development and other strategic approach of M&E;
• Well experienced in strong analytical skill.
• Proven knowledge of computerized data processing and management such as Statistical Program for Social Science (SPSS) and Stata;
• High level of proficiency in written and spoken English and report writing. |

2. DSS now invites eligible applicant(s) to indicate their interest in providing the services mentioned above. Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI) comprising of a CV (including employment history with duties and responsibilities) [one hard copy and also a soft copy in CD (MS word format)], a recent passport size photograph and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
3. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
4. The duration of the services will be nineteen (19) months. However, the contract period may be increased or decreased based on project needs.
5. Details Terms of Reference (TOR). CV Template and other information will be available upon request from the address provided below either through email or in person. ToR and CV Template are also available in DSS’s website (http://www.dss.gov.bd/).
6. The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, July 2016.
7. Expression of Interest shall have to be submitted to the following address (in person, by mail or through email) by 08 August 2023 by 4:00 pm and be clearly marked as "Expressions of Interest for the position of ………………………………….……….(Package No. ……..………)” in the email’s subject line or on top of the envelope.
