| Brief Description of Assignment |

Establishment of Sheikh Russel Digital Labs Project (2nd’ Phase) is a flagship project. This project will shed light of ICT in the field of education by ensuring the establishment of 5000 SRDL and 300 Sheikh Russel School of Future (SRSOF) countrywide. One of the objectives of this project is to providing interactive digital content for Students & Teachers and to provide extensive virtual tutoring guidance for teachers.
These digital transformations of textbooks through the application of contemporary/fashionable facilities of information technology including interactivity and multimedia to improve the quality of education.
The main objective of this project is to increase the quality of practical education instead of theoretical education, Increase the pass rate of examinations, encourage more students to acquire quality education through spontaneous participation of students in education and reduce dropout rate; create skilled human resources, introduce international standard education system, increase the clarity of content, decreased tendency to memorize, increase the skills of teachers, active participation of teachers and students in education and maximum use of information technology in education. Thus, to achieve the goal Project Authority intended to develop a central repository system.
The following components may be considered as primary scope for the above-mentioned integrated service delivery platform solution as reference but not limited to.
1. Content Inventory, Content Player, Content Dashboard, Content Download & Usage Report, User Management, Content Ranking Review & Feedback Management
2. Mobile Application Development
3. Domain and hosting
4. System installation at respective locations
5. System support
6. Maintenance
This will be a centralized and integrated digital system for all educational institute for providing all kinds of digital services to the concerned institute beneficiary (Teachers, student, guardian and respective authority).
Please note that the functional scope of the proposed solution/system will be described more elaborately in the Terms of Reference (TOR) and will be finalized at the time of “System Requirement Analysis” phase of system development by the implementation and concerned authority. |

This is a national project with utmost importance towards the digital Bangladesh goal, so the bidder must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrance. Applicant must also have adequate technical ability, resources, and processes. As such, following are defined as minimum eligibility criteria: (Documents must be submitted in the following order)
1. Must be a Bangladeshi firm having 06 (Six) years’ Experience with up to date a valid Trade License, TIN, VAT Registration, and TAX payment/clearance of the previous year.
2. Must be registered with RJSC (Applicable for Joint Stock Company & Firm).
3. Must have experience in design, development, and implementation of at least 02 (Two) projects in the field of Library Management system/Online Store management System/Inventory Management System or similar types of digital system with hosting. Among these contracts, one contract value should be at least BDT 1 (One) Crore during last 4 years. Experience with Government/Semi-Government organization will be get preference.
4. Should have minimum 20 (Twenty) full time ICT personnel in company payroll related to system analysis, design, development, system integration, Hosting, testing, QC, training and implementation of web and mobile based applications/ software solutions.
5. Audit report of the previous 3 (Three) years. Yearly average turnover of the firm shall be at least BDT 3(Three) crore.
6. The minimum amount of Liquid asset of the firm shall be BDT 2.5 (Two point Five) Crore in form of Credit Line/Working Capital/Bank Statement (Certificate or proof on available liquid asset or fund availability, must be issued 03(Three) months from the date of tender submission by the concern authority).
7. Must have BASIS Membership.
8. Documents demonstrating the management and operational capacity of the firm / joint venture (Brochures, Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, similar assignments or project experience, availability of relevant professional staff and experience among applicant’s staff/resources to carry out this assignment.
9. The firms may associate to enhance their qualification in the form of a ‘joint-venture’ (JV) which will be preferable. All members of such an association will be individually liable for pre-determined real and well-defined inputs to the assignment. The maximum no. of members in the association is not more than 02 (Two). Both firms must be Bangladeshi Firms.
10. Firms /JV will be selected in accordance with the procedure set out in Public Procurement Act 2006 and Public Procurement Rules-2008.
A shortlist of firms/JVs will be prepared upon evaluation of EOIs of the eligible applicants and 'Request for Proposal' document will be issued in their favor. A firm/JV will be selected using the Quality and Cost Based Selection (QCBS) method. It is expected that the services will commence within June-2023.
