Brief Description of Assignment |

Oceanography Scope:
• Provide the overall strategy, advice and guidance to BORI to establish organizational ocean data acquisition system (Satellite, Radio, GPRS, others), quality management systems for the delivery of oceanographic and related data, products, services & costing
• Develop or use existing best practices (IODE & IOC/UNESCO approved best practice) for the management, exchange of, and access to marine data and information, including international standards, quality control and appropriate information technology
• Assess capacity development needs and identify clients requirement, prepare tender documents and establish capacity development plans in line with organizational needs as a NODC/NOOC;
• Provide technical and commercial advice on the NODC/NOOC overall setting up i.e. physical & space, biology, chemical, environment, geological, data center, hydrography, data integrity & significance, legal aspects, system development and not limited to the above for BORI to establish functional and the highest accuracy of NODC/NOOC
• Provide necessary training (awareness & skills) on Hydrography, Positioning & Geodesy, classroom and onboard
• Provide QAQC (real time and delay time) to the data (during acquisition, processing/interpretation & reporting).
• Advise on technical specification on oceanographic related system and equipment.
• Conducting training (awareness and skills) on the oceanographic and related field on the related system and equipment.
• To Sharing know-how to operates on the oceanographic and related field on the related system and equipment.
Data Center Scope:
• Getting the stakeholders involved to identify and understand the data needs, consultation requirements and responsibilities scopes
• Preparing the NODC/NOOC set-up to sum up the needs statements and come up with consolidated solutions to the most practical NODC/NOOC needs and identifications of the cost from the needs
• Presentations of the proposal and negotiations with the stake holders to agree on the acceptable data collection and quantum methods.
• Developing the NODC/NOOC Model concept (DC and DRC) to suit the requirements.
• Developing the detail conceptual design of NODC/NOOC facilities and infrastructure requirement together with the detail budget.
• Technical advice and support to collect Data Center service: 4Tire DC of BDCCL and/or NDC, BCC with both DC and DR service.
The organization shall have at least a minimum of 7 (Seven) years experience of in providing similar services on a national scale along with an up-to-date Trade License. Provide turn-key solutions specializing in a broad range of infrastructure design for high level for Ocean Observing System. Design to meet the criteria of TIA standard and Uptime Institute Tier Classification System. Having experience record for multi project with government, private sector and to provide competent consultancy solution with multi-discipline and technical know-how for the development of the system. To provide the master plan framework on development of Ocean Observing System including the design with according to the standard required, the details Management Plan to ensure the platform are smooth for the operation as required. To asses capacity development needs and identify clients requirement and establish capacity development plans in line with organizational needs. |
Experience, Resources and Delivery Capacity Required |

(1) Project Leader (28 Man-Month): M.Sc preferably Ph.D in Computer Science or related subjects from an internationally reputed university. At least 15 years experience of which 3 years in similar project (oceanographic data center or ocean observation system) as team leader. Working experience in south Asian/Asian countries will be an asset. Strong Leadership and interpersonal communication skill.
(2) Technical Advisor (28 Man-Month): M.Sc or Ph.D in Marine Science/ Oceanography/ Hydrography/ Marine Engineering/related subject from an internationally reputed university. 10 year of experience to established ocean observation system/oceanographic data center
(3) Marine Scientist (12 Man-Month): M.Sc Engineering in Computer Science/related subject from an internationally reputed university. At least 10 years work experience of which 3 years in similar project.
(4) Buoy Installation Engineer (12 Man-Month): M.Sc Engineering in EEE/related subject from an internationally reputed university. At least 10 years work experience of which 2 years in similar project.
(5) Geomatician (8 Man-Month): M.Sc Engineering in Civil Engineering/related subject from an internationally reputed university. At least 10 years work experience of which 2 years in similar project.
(6) Legal Consultant (6 Man-Month): M.Sc Engineering in Computer Science/related subject from an internationally reputed university. At least 10 years work experience of which 2 years in similar project.
(7) Ocean Buoy Network Specialist (12 Man-Month): (8) Physical Oceanographer (24 Man-Month): (9) Ocean Observation Specialists (26 Man-Month): (10) Software Developer (12 Man-Month): (11) Electronic Engineer (24 Man-Month): (12) HSE Consultant (4 Man-Month): (13) Data Center Specialists (IT and Non-IT) (24 Man-Month): For 7 to 13 no. consultants, Bachelor degree required in relevant subject form and internationally reputed university. Also required, at least 5 years work experience of which 2 years in similar project. |

Submission of EOI should be in hard bound form bearing the name and address of the EOI no & date and be addressed to the EOI issuing Authority. EOI shall be submitted in one original and two copies, duly marked as “ORIGINAL” and/or “COPY” (both copies), in two separate envelopes duly marking the name and address of the EOI no & date and be addressed to the EOI issuing Authority. The page no. of the EOI shall be marked serially on every page. In the event of any discrepancy between the original and the copies, the original shall prevail. The EOIs submitted either in loose form or spiral binding shall not be entertained. Interested supplier shall obtain Terms of Reference (TOR) and further information from the Project Office from 10:00 AM to 4:30 PM in any working day before the closing date. |
