INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The Government of People’s Republic of Bangladesh has received loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-1: Jhenaidah- Jashore Highway (N-7) Improvement Project and intends to apply part of the proceeds for Consultancy Services of Environmental Specialist (National). The specific objectives of the assignment include but not limited to the followings:
a) To work on behalf of RHD-PIU on all environmental management requirements under Phase I of the WeCARE Program following the requirements of the World Bank’s Environment and Social Framework-ESF, and National Laws, and monitor work of E&S agency commissioned for environmental management under Phase 1 interventions
b) Check all associated reports, data, procedure as instructed by PIU
c) To coordinate and provide guidance in implementing ESMPs with the associated personnel and agencies to ensure the clearance of environment
d) Ensure that all environmental issues and management activities are conducted in accordance with GOB and WB policies but at the same time aids with timely implementation of the project.
The details of scope of services, tasks and expected deliverables to be performed by the ‘Environmental Specialist’ are outlined in Terms of Reference (TOR) which is available at RHD website: www.rhd.gov.bd or can be obtained at the address given at the letter head. Expected date for commencement of the services is April 2023. The indicative duration of the consultancy services shall be 20 (Twenty) months. |
| Experience, Resources and Delivery Capacity Required |

Roads and Highways Department (RHD) now invites eligible Individual to indicate their interest in providing the Consultancy Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as depicted in TOR. The qualifications and experiences requirements are as following (shortlisting criteria):
a) The consultant should have an appropriate post graduate degree (Master's or Ph.D) in environmental science, natural resources management, environmental or civil engineering, or other relevant disciplines (e.g. applied natural sciences).
b) It would be preferable if in addition to the technical qualification, the expert has also received national accreditation on Environment Impact Assessment (EIA) and has additional trainings on legal/ statutory requirements from an environment, health and safety perspective for large infrastructure projects.
c) At least 10 (Ten) years proven experience (work or applied scientific research) in the area of environmental management or impact assessment, including environmental management related to road construction or logistics infrastructure up-gradation projects.
d) Understanding and familiarity with existing World Bank Environmental and Social Standards (ESSs) of the Environment and Social Framework (ESF) and related guidance and good practice notes.
e) The expert should have specifically worked on design or implementation of E&S in at least 2 large scale projects. Experience of undertaking environmental audit or monitoring/ implementation/ compliance for the implementing agency, supervision consultant or developing EMPs for road/ transportation or rural infrastructure projects will also be considered relevant experience for this assignment.

The attention of interested Individual Consultant is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers, Fourth Edition November 2020” setting forth the World Bank's policy on conflict of interest. An Individual will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours (9:00 AM to 05:00 PM).
