1) Evaluate each of the startups through a defined lean framework based on qualitative and quantitative measures to understand their initial conditions and development requirements. 2) Setting up a Coordination Cell to Organize, Manage and Operate the Startup Floor Tenants consisting of professional Business Coaches, Mentors, Stakeholders’ Support from the available ecosystem, Startup Service Providing Platforms, Representation from BHTPA, and Assisting Team. 3) Provide a year Long Professional Startup Facilitation (Monthly Curriculum Based) Service for Startup Floor Tenants as a general curricular coaching program on Startup, Entrepreneurship, and Innovation Development. 4) Organize and Facilitate weekly Sessions on business and technology Development for the Startup Floor Tenants as a group coaching/ mentoring program based on a defined framework. 5) Enabling each Startup tenant to avail maximum of 10 Individual Mentoring/ Coaching Sessions within their tenure of One Year based on their individual needs and issues. 6) Conduct Identification Surveys and Questionnaire-based Data Collection to map out the initial and final positioning of each startup hosted in BHTPA facilities at the beginning and end of their tenure.

Revised Clause:
1) Must be a Bangladeshi firm having 07 (Seven) years of General Experience with up-to-date and valid Trade License, Incorporation Certificate, TIN, VAT Registration Certificate, and Tax Returns/Payment/Clearance of the previous year. (2) Must have Experience of BDT 50 Lac in a single contract on Consultancy Services of Capacity Development and Training (both in Bangladesh & Overseas) in any Government Organization of Bangladesh within the last 04 (Four) years as a prime contractor. (Must provide Work Order & Completion Certificate). (3) The firm must have a minimum of specific experience as a contractor for Startup Management/Facilitation/Development services in any government organization within the last 2 years. (must Provide work order). (4) Audit report of the previous 3 (Three) years. (5) The Yearly average turnover of the firm shall be at least BDT 03 (Three) crore. (6) The firm must have ISO/IEC 9001:2015, ISO/IEC 27001:2013 certifications. (7) The firm must be a BASIS Member (8) Memorandum of Understanding (MOU) or NDA with a renowned international Venture-Capital firm, Incubator, Startup Studio, or any other form of Startup Ecosystem Service Provider will get prioritized. (9) The firm Must have more than 20 (Twenty) Full-time employees having a Minimum Bachelor Degree from any reputed University in Bangladesh with At-least 01 (One) Project Experience relevant to startup management nature. (10) The firm must have networking and contacts with a pool of Mentors/Coaches from both locally and abroad who’re competent and experienced in Startup Facilitation. (11) The firm must be capable of providing Human Resources for the Coordination Cell based on the requirements and Eligibility mentioned in the Terms of References. (Must Submit CV/ Bio-Data with Proof of Experience – PoE)
(12) The firm must have a registered office within Dhaka City and available working spaces with arrangements for Hosting the coordination cell’s day-to-day operations and activities.
(13) Joint Venture (JV)/Consortium between not more than 2 firms shall be allowed.
