| Brief Description of Assignment |

To develop a mobile app that will provide a rich multimedia experience, describing the life of Bangabandhu Sheikh Mujibur Rahman through providing text, audiobooks, graphic novels and videos. In addition to this, quizzes will be incorporated to provide interactivity and the winners of those quizzes will be rewarded through various campaigns.
The app is mainly a content-based app and as such it requires a broad variety of multimedia content. The app must be made available for both IOS and Android platforms.
The app must have the capacity to locally store all provided content and dynamically update content as per client requirements. The admin must be able to create and publish content from the backend as needed. The app must be optimized to run on low end mobile phones and have the ability to play optimized videos where necessary. This app requires the following types of content:

• Graphics
• Audio & Audiobooks
• Video Content

Company that submits tender shall be evaluated using, but not limited to, the following minimum criteria which the company must provide documentary proof of compliance:
1. Must be a Bangladeshi firm having up-to-date valid Trade License, TIN and VAT registration certificate and Tax payment/clearance certificate of the previous year.
2. Must have 05 (Five) years of similar working experience. The year will be counted backward from the date of publication of this notice.
3. Must have at least 1 (One) working experience with similar web based application software solution within last 3 (three) years (relevant experience documents must be submitted with the EOI).
4. Experience in promoting and publishing designs on social media proficiency with modern digital devices.
5. At least 1 (one) mobile apps development and maintenance experience within last 2 (two) years.
7. Needs to have 15 (Fifteen) full time experienced human resources to carry out this project (List and CV of the HR must be submitted with EOI).
8. The bidder must submit Bank solvency certificate to carry out the project.
9. Multiple Companies having technical and legal competency for developing such product can bid jointly but they must have legal agreement among them & letter of intention where one company needs to be prime bidder. accordance of the PPR¬2008 All bidder must be local.
10. The firm will be allowed to take one firm as a "joint-venture". The firm must declare one firm in this association as the "Lead firm" & others are Associate.
