| Brief Description of Assignment |

The project conceives the development, expansion, and maintenance of Web-based and App-based Digital Graphical Content archive. Using the proposed service, the service recipient will be able to collect different Digital Graphical Content using Web and App based interface. The service will include a digital archive of Graphical Content that the service recipients will be able to access through Website and App. This App will be compatible to Mobile Device on Android and iOS platforms. The key responsibility of the service provider will be:
1. To develop the App, Website, and Database of the ‘Design for Everyone’.
2. Upload 100 Digital Painting approved by the project office (Copy right must be transfer to ICT Division)
3. To maintain, expand and promote the ‘Design for Everyone’.
The Service Provider will develop and maintain the Design for Everyone and take necessary steps to expand the collection of publications of the Archive. ICT Division may supervise the development of the Archive, provide technical supports if necessary and monitor the operations of the Archive. The key features of the Design for Everyone are as follows:

Company that submits tender shall be evaluated using, but not limited to, the following minimum criteria which the company must provide documentary proof of compliance:
1. Must be a Bangladeshi firm having up-to-date valid Trade License, TIN and VAT registration certificate and Tax payment/clearance certificate of the previous year.
2. Must have 05 (Five) years of similar working experience. The year will be counted backward from the date of publication of this notice.
3. Must have at least 1 (One) working experience with similar web based application software solution within last 3 (three) years (relevant experience documents must be submitted with the EOI).
4. Must have at least 100 digital portrait painting, oil painting and sketching experienced manpower.
5. Experience in promoting and publishing designs on social media proficiency with modern digital devices.
6. At least 1 (one) mobile apps development and maintenance experience within last 2 (two) years.
7. Needs to have 15 (Fifteen) full time experienced human resources to carry out this project (List and CV of the HR must be submitted with EOI).
8. The bidder must submit Bank solvency certificate to carry out the project.
9. Multiple Companies having technical and legal competency for developing such product can bid jointly but they must have legal agreement among them & letter of intention where one company needs to be prime bidder. accordance of the PPR¬2008 All bidder must be local.
10. The firm will be allowed to take one firm as a "joint-venture". The firm must declare one firm in this association as the "Lead firm" & others are Associate.
