| Brief Description of Assignment |

After successful launching of ‘Boi Chitro’ digital book archive app, ICT Division is in the position to enrich its contents in the form of digital book, audio book, IGNs, digitized films, and other digitized publications. Initially, ICT Division aims to develop and upload five (05) interactive graphic novels (IGNs) for the app, besides digitized version of publications and other archive materials.

Average Duration: 10 minutes each.

Company that submits tender shall be evaluated using, but not limited to, the following minimum criteria which the company must provide documentary proof of compliance:
1. Must be a Bangladeshi firm having up-to-date valid Trade License, TIN and VAT registration certificate and Tax payment/clearance certificate of the previous year.
2. Must have 05 (Five) years of similar working experience. The year will be counted backward from the date of publication of this notice.
3. Must have at least 1 (One) working experience with similar kind of large govt. web application within last 3 (three) years (relevant experience documents must be submitted with the EOI).
4. Must have 01 govt. work experience in software design and development.
5. At least 1 (one) mobile apps development and maintenance experience within last 2 (two) years.
6. Needs to have 10 (Ten) full time experienced human resources to carry out this project (List and CV of the HR must be submitted with EOI).
7. The bidder must submit Bank solvency certificate to carry out the project.
8. Multiple Companies having technical and legal competency for developing such product can bid jointly but they must have legal agreement among them & letter of intention where one company needs to be prime bidder. Accordance of the PPR¬2008, all bidders must be local.
9. The firm will be allowed to take one firm as a "joint-venture". The firm must declare one firm in this association as the "Lead firm" & others are Associate.
10. The applicant firm must be both e-CAB and BASIS member.
