INFORMATION FOR APPLICANT

Brief Description of Assignment : Dhaka Power Distribution Company Ltd (DPDC) is a Govt. owned Public Limited Company for electricity distribution in the major portion of Dhaka Metropolitan City and Narayanganj district. DPDC intends to appoint a national consultancy/Chartered Accountancy firm to provide consultancy services in comprehensive valuation/revaluation of DPDC’s fixed assets. The major assignment is-Identification, comprehensive listing, revaluation, recording, preparation of digital tagging guideline and categorization of DPDC’s Fixed Assets as per Revaluation Guidelines of Ministry of Finance (2011),GOB; FRC & BSEC guidelines as well as IAS, IFRS, IVS & other rules. • Reconcile the physically verified asset with the system generated asset register. For physical verification, DPDC will provide sample Data Collection Sheet (DCS). • Update the Fixed Asset register having completed physical verification of FixedAsset. • Determine present condition of Fixed Assets, for example, estimated remaining life, residual value, usable/unusable/repairable condition etc. • Recommend the applicable rate of depreciation for each class of asset. • Comprehensive revaluation of fixed assets should be done as per Revaluation Guidelines of Ministry of Finance (2011), GOB; FRC & BSEC guidelines as well as IAS, IFRS, IVS & other rules. • Clearly identify & revaluate the capitalized assets under Property, Plant and Equipment or Ongoing Project. • Preparation of digital tagging guideline of tangible Fixed Assets of whole DPDC.
Experience, Resources and Delivery Capacity Required : I. Any national Consultancy/Chartered Accountancy firm, preferably enlisted Firm(s) of Bangladesh Securities & Exchange Commission (BSEC) or any JVCA with a BSEC enlisted firm can participate in this process. As per BSEC Guideline, the External Auditor of DPDC is not eligible to participate in this EOI. II. The firm(s) shall have experiences in physical verification, survey and valuation of fixed assets for any public sector utility or large industrial company. III. The firm shall have updated VAT/BIN, IT, Trade License Certificate and legal capacity to do the services. IV. The consultant/firms shall have requisite number of appropriate and experienced key professionals like Graduate Engineers (EEE/Mechanical/Civil or equivalent)/ Professional Accountant and Diploma Engineer for Supervisor/Surveyor etc to carry out the proposed consultancy and valuation services. A list of key professionals and their signed CV’s with photograph shall need to be submitted. V. All certificates of experience from the clients shall be in client’s letterhead indicating address, telephone, fax numbers and e-mail of the clients and shall include name of the project, location, description of work, duration of the service and contract amount. VI. The consultant/firm or all partners of JVCA shall submit the Audited Financial Statements for last 03 years. VII. The consultant/firm shall submit a Bank Solvency Certificate.
Other Details (if applicable) : 11. Other Details: I. Short listing will be made in accordance with the Public Procurement Rules (PPR)-2008. II. EOI should contain the following (but not limited to): 1. Company brochures summarizing their facilities and areas of expertise. 2. Descriptions of similar assignments 3. Experience in similar operating environments and conditions; 4. Appropriate experience and professional qualifications, certificates of Key experts and adequate resources to carry out the assignment. 5. Agreement of Joint Venture, or association/consortium, if applicable. 6. Duly filled up and signed all Forms of Expression of Interest with appropriate information. 7. Work Plan and methodology to conduct the proposed assignment. III. EOI as well as forms/supporting documents attached shall be written in English. IV. EOI notice is posted on DPDC website: www.dpdc.org.bd. The notice is also available on CPTU website: www.cptu.gov.bd. V. The Expression of Interest (EOI) shall be submitted in 3 (Three) sets (One Original & Two Copies) on or before the specified date and time to the Office of DGM (Finance), Asset Management & Store Accounting, DPDC. The proposals /Applications will be opened on Date: 30.11.2022; Time: 12:00 pm BST. The EOI shall be submitted in sealed envelope and clearly marked with name of the assignment to the office of the Inviting official. VI. While indicating information relating to experience of the firm in similar task, it shall be made clear whether responsibility of the firm was in capacity of a principal firm (lead partner) or as JV partner.
