INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
1. The Project comprises the following components:
a) Improvement of (Phase 2- 30.76 km)National Highway (N1) from Unchiprang to Teknaf.
b) Construction of 16 nos. (93 meter) culverts, 2500 meter Rigid Pavement, 4000 Meter Toe Wall and 5 Nos PC Girder Bridges (223.15m).
c) Implements the work of Incidentals for the 30.76 km National Highway (N1) from Unchiprang to Teknaf.
2. As part of the services the consultant will conduct the following works:
a) Planning, Reporting and Design review.
b) Procurement Assistance (If required)
c) Construction Supervision and Quality Control
d) Implementation Facilitation of Environmental Management Plan (EMP), Environmental Monitoring Plan (EMoP) and Resettlement Plan
e) Social Development, and Implementation of Safety and Traffic Management Plan
3. The above work includes the following tasks:
a) Planning, Reporting and Design Review
i) Prepare detailed work plan, implementation schedule and all progress reports (as required by ADB and RHD) for the project
ii) Review the detailed design done by RHD and update the design, if necessary during implementation period.
b) Procurement Assistance (If required)
i) Assist RHD in tendering stage, assist RHD during evaluation and in contract negotiation.
ii) Other procurement support as required for the project.
iii) Post procurement review or any required reporting.
c) Construction Supervision
i) Supervise all civil construction work and execute contract administration;
ii) Regularly monitor progress and take actions required for timely completion of works;
iii) Verify contractor’s work statements and issue payment certificates;
iv) Review and necessarily modify design, drawing, specification, cost etc.; and
v) Develop the quality assurance system and quality control plan for provisions of pavement and structures;
vi) Conduct all required tests (Laboratory tests/ Field Tests) and certify works.
vii) Prepare all progress reports, monitoring reports , compliance reports and other reports as required by RHD and ADB (Asian Development Bank)
d) Others
i) Facilitate the implementation of Environmental Management Plan (EMP), Environmental Monitoring Plan (EMoP) and Resettlement Plan;
ii) Prepare and facilitate implementation of a realistic traffic management plan;
iii) Review and facilitate implementation of Safety plan;
iv) Prepare environmental and social monitoring reports;
v) Preparation of Project Completion Report (PCR) |

The Consultants will be selected under Quality and Cost Based Selection Method (QCBS) in accordance with the procedures set out in the ‘Guidelines on The Use of Consultant by Asian Development Bank and Its Borrowers’ March 2013 (http://www.adb.org/documents/guidelines-use-consultants-asian-development-bank-and-its-borrowers).
RHD will conduct the short-listing of the consulting firms for the above-mentioned consulting services.
The interested consultant must have following previous experiences of rendering consulting services within last 10 years;
a) Satisfactory completion of construction supervision at least 20 kilometer road section including flexible, rigid and semi-rigid pavement and PC Girder Bridge.
b) Detailed Design experience of 10 Km road section including flexible, rigid and semi-rigid pavement including culvert and PC Girder Bridge.
The EOI should specially include (along with certified English Translation if not in English);
a. The firm’s registration certificate;
b. Company profile: including management, personnel, firm’s specialty, performance;
c. List of completed services in last 10years for:
i. Detailed Design and /or Construction Supervision of 20.00 kilometer Road Projects
ii. Experience in road/bridge projects in Bangladesh;
iii. Experience in foreign-aided road/bridge projects in Bangladesh.
iv. Contracts where minimum 20 kilometer of road are designed/supervised and a PC Girder Bridge is included

Consulting firm must be registered with ADB’s Consultant Management System (CMS) at https://cms.adb.org
The Request for Proposal (RFP) is expected to be issued to the short-listed Firms by November, 2022. The Client will not be responsible for any costs or expenses incurred by the Firm(s) in connection with the preparation or delivery of the EOI. The Procuring Entity reserves the right to accept or reject any proposal without assigning any reason.
