| Brief Description of Assignment |

The Government of the People’s Republic of Bangladesh (GoB) will provide funds for the Development,Upgradation and Maintenance of the Web-based RMMS & GIS System of RHD by an engaging consulting firm (National) for 24 (Twenty-four) months.
Management Information Cell of RHD (hereinafter referred to as the ‘Client’) invites EOI from reputed consulting firms as Joint Venture or Associate or Sub-Consultant for short listing of the Consultancy Service.
There are three classifications of roads in RHD, such as National (N), Regional (R), and Zilla (Z) Highways under the responsibility of RHD. The length of the total network is about 22,476 Kilometer. RMMS (Road Maintenance Management System) enables the RHD to capture and organize the pavement inventory survey data about National Highways, Regional Highways, and Zilla Highways in detail in the RMMS database. RMMS also contains information regarding road traffic, roughness, condition of roads,geometry, width etc.
With the help of the RMMS database, the activities concerning road development and necessary fund allocation have been performed through Highway Development & Management-4(HDM-4) Software Version 2. The purposes of collecting data under the survey are as follows:
To know the status and conditions of National Highways, Regional Highways, and Zilla Highways, To decide the maintenance work schedule and cycle, To determine the road traffic volume, To provide the data for HDM-4 uses. To generate various reports on cross-sectional and multi-dimensional aspects.
RMMS is featured with the followings:
LRP (Location Reference Point), Link no, Road Location, Construction Type, Construction Quality, Road Condition, Road Inventory, Drainage Inventory, Ferry-ghat Inventory, Bridge/Culvert Inventory, Roughness, History, Center Line, Deflection, Evaluation, Simulation, Analysis, Record Count. RMMS also contains features to export the surveyed data (traffic, link, and roughness) to HDM-4 software for analysis purposes.
The followings are the main functions of RMMS:
Manage road network and road data, Manage road condition, road roughness, and inventory data, Maintain road traffic data, Data export to HDM-4 for analysis purposes, Search road by RHD office, location, road name, road number etc. Road summary information with the followings: Total road length of National, Regional and Zilla Highways

The assignment includes-
1. Analyze the current RMMS and possible upgradation.
2. Convert & upgradation of existing RMMS database from SQL 7.0 to SQL 2012 or above.
3. The main three desktop components are RMMS Application, Reporting Tool, and HDM Export Tool. Among them first two are required to convert to a Web-based System and the last one HDM Export Tool is required to upgrade and be compatible with the Windows 10(64-bit) or above version of the operating system.
4. Integrate web-based GIS map in RMMS portal showing RHD networks with a provision to depict ongoing Development and PMP (major) works.
5. Data entry and piloting, training and capacity building, Operation, maintenance of RMMS Web-based System, and end-user support.

Interested firms must meet the following minimum criteria for shortlisting:
1. Minimum 10 (ten) years of general experience and 07 (seven) years of specific experience in design, development, implementation, operation, and maintenance of software on government organizations
2. Must have experience in similar operating conditions in the last 05 (five) years
3. Minimum 40 (forty) numbers of full-time software personnel including Project Manager, Business Analyst/ System Analyst, System Architect, Database Administrator, System Administrator, Web Administrator, Software Engineer, Technical Writer, Quality Assurance Engineer, Software Testing Engineer, Data Entry Operator, Software Trainer, Training Manager, Software Maintenance Engineer and Helpdesk Support Personnel
4. Average annual turnover of minimum BDT 3.0 (Three)Core
5. Completed/ ongoing work of similar nature of contract value minimum BDT 2.0 (two) Core last 05 (five) years
6. Minimum credit facility BDT 1.0 (one) Core
7. Must have BASIS membership
The firms meeting the above minimum criteria are requested to submit EOI along with company registration, Up-to-date trade license, tax clearance paper, last three years’ audit reports, bank solvency certificate, credit facility, and company certification. Interested firms are also requested to include a write-up about the proposed e-service and its technology architecture with their EOI.

Interested firms may obtain further information from the Management Information Cell of RHD between 11.00 AM to 1.00 PM prior to the closing of EOI.
EOI with supporting documents shall be submitted in a sealed envelope (2 copies)clearly marked “Request for Expression of Interest (EOI) for Selection of Development and upgradation of Web-based RMMS System of Roads and Highways Department” and delivered to the address mentioned herewith.
The EOI may be submitted by hand-registered post or courier service and the firm shall be responsible for safe delivery on time. The Procuring Entity shall not be responsible for expenses incurred by the firms in connection with the preparation or delivery of the EOI.
