INFORMATION FOR APPLICANT

Brief Description of Assignment : The Government of the People’s Republic of Bangladesh has received a loan from the World Bank (with co-financing from Asian Infrastructure Investment Bank -AIIB) to finance Rural Water, Sanitation & Hygiene for Human Capital Development Project and intends to apply part of the proceeds for consulting services. The Department of Public Health Engineering (DPHE), under the Ministry of Local Government, Rural Development and Co-operatives, Government of Bangladesh intends to apply a portion of mentioned credit to hire a competent, qualified, and experienced IT firm to assist DPHE to develop an Information Management and Visualization (IMV) System which shall consist of a real time data collection, mobile app, web admin portal, dynamic and interactive dashboard system. The IMV system will be established in all 98 upazilas under the project area and respective DPHE-Upazila team, DPHE Management and PMU will use this monitoring system. The main objective of the assignment is to develop an Information Management and Visualization (IMV) System which shall consist of a real time data collection, mobile app, web admin portal, dynamic and interactive dashboard system. The IMV system will be established in all 98 upazilas under the project area and respective DPHE-Upazila team, DPHE Management and PMU will use this monitoring system. The system will aid the project with real time data collection, generate required data visualization reports and indicators progress as defined by the project and allow management for easier access to information with the help of the dashboard system, so that they can take informative managerial decisions to achieve the project goals. The system should be replicable for the future activities. The scope of the firm includes the following: • To develop Database containing all the necessary data points of all the components of the project needs. • Web Application Development containing different module e.g. Web based admin module, Application Programing Interface (API) development, Report generation module, Data migration module, Dynamic survey module, Feedback module etc. • Develop a Mobile app for data collection to collect and generate all field level data. • The system will consist Dashboard system and Web map demographic visualization. The dashboard will need to have easy filtering system so that all information can be easily filtered by Location (98 upazila), Component wise and Progress status of the Project. • Develop the interface to validate the information and data entered into the system with certain cross and checks built into the system to eliminate the error. • Provide Training on the use and operation for Preparation of Training manual and user manual, Capacity building of IT personnel to update and maintain the application and Training to post, update and handling the application system. • Provide Technical Support for databases and Maintenance of the Platform. Duration of the Consultancy services is 09 (nine) months along with 48 months maintenance services. Experience, Resources and Delivery Capacity Required : Now, DPHE invites eligible IT firms (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: • The IT Firm must have minimum 07 years of experience in ICT business as a registered company/entity in Bangladesh. • The firm must have experience to implement and roll-out large-scale IT Projects and developing the digital service platform for the Government of Bangladesh/corporate sector in different areas (District, Upazila, Union etc.) across the country. • The IT firm must have proven experience/knowledge for handling large users’ database and data visualization platform at government/corporate sector. IT firm who has experience especially in WASH sector will get preferences. • The IT Firm should have successful track record in application developing and deploying with secured APIs and have integration facilities with multiple systems. • The IT Firm should have a proven record with work order/completion certificates of deploying at least one (01) large scale online monitoring and evaluation application integrated with a mobile app in government organization or any internationally reputed organization. Consultants are requested to submit, but not limited to, the following supporting documents in support of the above-mentioned criteria: (i) Firm's Legal documents (e.g. Trade License (up to date), VAT Registration certificate, TIN certificate, BASIS Membership etc), Audited Reports (last 3 years) (ii) Firm’s Brochure/Profile; and (iii) Detailed CVs of Key Professionals with required minimum qualification as mentioned in the ToR. The attention of interested Consultants is drawn to Section III, Para 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020,” setting forth the World Bank’s policy on conflict of interest. The interested IT firms is allowed to submit the Expression of Interest alone if it considers itself to be fully qualified on its own for the assignment, as it is not mandatory for consultants to associate with any other firm(s), whether foreign or local. Alternatively, if consultants themselves choose to associate to enhance their qualifications and capability for the assignment, then such associations may either be as a Joint Venture (i.e. all members of the joint venture shall be jointly and severally responsible) and/or Sub-consultants (i.e. the Consultant will be responsible, including for the services of the sub-consultant). In case of an association, the Consultants must explain in the EOI submission (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or sub-consultants in the association. The IT Firm will be selected in accordance with the Consultants Qualifications based Selection (CQS) method set out in the Procurement Regulations.

Expression of Interest (EOI) must be submitted in a written form one hard copy & one soft copy to the address of the undersigned (in person or by mail) by 1:00 pm (BST), October 04, 2022. The client will not be responsible for any expenses incurred by the firm(s) in connection with the preparation or delivery of the EOI.
