Scope of Services
1. Monitoring of the Infrastructure
2. Monitoring of the Applications
3. Maintenance & Upgradation of Applications & Infrastructures
4. Review, Monitor & Ensure Cyber Security of MDM system.
5. Ensure Cyber Security of the total ecosystem
6. 24x7 Support service related to all services mentioned above.
7. Providing Technical Support for Data Processing of Population and Housing Census 2021 Project.
Brief Description of Services
1. There will be multiple Setups for Digital Population and Housing Census 2022 Applications: Staging and Production etc.
2. Oracle Exadata Enterprise Server has already been deployed for the Digital Population & Housing Census 2022 applications which need to be under maintenance. Maintenance work for the database cluster environment are followings-
a. Tuning resources and optimization.
b. Ensure proper backup/restore/recovery.
c. All the database related activity needs to be executed with proper testing as per request from the application developers, as some of the DDL queries may require unexpected time duration in production. eg. ALTER queries in some cases, may require several hours/days.
3. The setups will have the following infrastructure:
a. Web Load Balancer(s)
b. Database Proxies & Load Balancer(s)
c. Web Application Servers
i. Admin Web Portal(s)
ii. Monitoring Web Portal(s)
iii. API Servers
4. Maintain DNS (Internal name resolution)
5. Develop Status Monitoring & Alert Engine.
6. Improve Time Series Database & Graph Dashboard.
7. Improve Log Server & Log Dashboard with Search facility.
8. Configure Shared Storage for regular backup & web front servers.
9. Configure backup environment in BBS incase of BDCCL failover.
10. Configure VPN server(s) for access control of the infrastructure setups (staging, production etc.).
11. Apart from infrastructure deployment, continuous maintenance & upgradation of applications of the total ecosystem.
12. Daily reporting to concerned authority.
13. Application related activities such as,
a. Log analyzing.
b. Database Query deadlock check (if requested).
c. Database Query Analysis.
d. Execute Database queries for Application Development related help.
14. Troubleshoot any issue happening in production, as mentioned in the service level agreement.
15. Apart from the setups (production, staging etc.), an issue tracker server needs to be configured for managing issues happening on the production cluster.
16. Configure a mail gateway to relay mail from internal monitoring tools.
17. 24/7 L1 & L2 support will be present to help running the infrastructure.
18. Planning, testing & deployment of database mechanisms to serve data efficiently when the data size grows.
19. Providing Technical Support for Data Processing of Population and Housing Census 2021 Project.

| Experience, Resources and Delivery Capacity Required |

a) The Consulting firm shall have the following Experiences:
? Handling more than 100 millions of peoples data.
? Handling mass hitted applications nationwide.
? Handling private cloud platforms, as well as public cloud.
? Ensuring security hardening in cloud computing platforms for application and infrastructure level.
? Software development of real time application maintaining high TPS.
? The company must have more than 3 (three) years of registration age as well as own Public cloud platform.
b) The firms shall submit the followings along with EOI:
i. Application for EOI i.e. the introductory letter on letter head (with complete contract details-name of contract person, mailing address, telephone, fax, e-mail address etc.) explaining how the firm is best deliver the task.
ii. The registration paper of the firm.
iii. Brochure, Company profile i.e. management, no. of employee, Key professionals (Team and project leader, Solution Architect, Infrastructure Architect, Software Architect, Database Architect, Backend Software Developer, Frontend Software Developer, DevOps (Web Engine Specialist), DevOps (Distributed System/ Cloud Specialist), Database Administrator, System Administrator, System Support Engineer etc.), firm’s specialty, performance summarizing their facilities and areas of expert.
iv. Two years annual report and Audited financial statement of the firm for last 03(three) years.
v. List of “Completed” and “Ongoing” similar works. Supporting documents should be submitted in favor of “Completed” and “Ongoing” similar works.
vi. Descriptions of similar Assignments;
vii. Experience in similar operating environments and conditions;
viii. Joint venture/Consortium/Association of agreement letter of Intent (if applicable). Association/consortium/Joint venture agreement on a non-judicial stamp of value BD Taka 300 or letter of Intent to enter in to such agreement along with the proposed agreement duly signed by all partners of the intended Association/Consortium/ Joint venture and authenticated by a notary public. Otherwise EOI form Association/Consortium/Joint venture will not be considered for short listing.
ix. Any other/ additional information relevant to this assignment.
