Brief Description of Assignment |

Financial risk protection is an integral component of Universal Health Coverage (UHC), which is defined as ensuring the all-people’s access to quality essential health services without incurring financial hardship. According to SDG progress report, 24.9% of population of Bangladesh is paying from out of pocket more than 10% of their annual expenditure for accessing health care services. As well, around 4.5% of populations are being impoverished in the country while meeting the health care expenses. These estimates indicate that health systems of Bangladesh are not responsive enough to limit financial burden of the people at tolerable level at the point of paying health care services.
Owing to the above, Health Economics Unit planned to conduct a study titled “A surveillance for measuring the financial hardship of the households caused by health care expenditure in Bangladesh” to measure the magnitude of financial risks due to health care expenditure in Bangladesh and identify the determinants of the financial hardship.
The sampling unit for the study will be selected following the methodology used in Household Income Expenditre Survey (HIES) of BBS and data will be collected in four rounds at three months interval. That is, each HHs will be interviewed four times in 12 months.

Experience, Resources and Delivery Capacity Required |

To be selected, the organization must have the following:
• Familiarity with the Government’s budgeting system; Health, Nutrition, and Population Sector Program (HPNSP)
• Proven ability to manage and conduct large data set
• Expertise in use of STATA/SPSS statistical software for data analysis
• Proven expertise in quality report writing & policy recommendations in English
