INFORMATION FOR APPLICANT

| Brief Description of Assignment |

Health Economics Unit is contributing in achieving Universal Health Coverage in Bangladesh through Shasthyo Surokhsha Karmasuchi(SSK). Currently the SSK program is continuing in the Upazilas of Tangail district and is being expanded to Dhaka and other cities. Making and continuously updating the database of beneficiaries/service receiver is one of the important requirement of SSK. In that, maintenance, development and supporting ongoing operations of SSK Management System Software is key in the continuation of SSK and the functioning of HEU. Health Economic Unit(HEU) under the ministry of Health and Family Welfare(MOHFW)(hereinafter referred to as the ‘Client’) now invites Expression of Interest (EoI) from reputed consulting firms for short listing of the consulting services for following:
(1) Modification and updating the existing software to correct and fix problems, which are
either discovered by user or concluded by user error reports.
(2) Modifications and updating to keep the software up-to date and tuned to the ever
changing technology and business environment.
(3) Keeping the software usable over long period of time by including new features, new
user requirements for refining and improving its reliability and performance.
(4) Preventing future problems of the software. Attending problems, which are not
significant at this moment but may cause serious issues in future.

| Experience, Resources and Delivery Capacity Required |

Reputed Firm, must have minimum 03 (Three) years of experience in Bangladesh on Health Software and Service development. Must have experience of developing and maintaining Software Solution for Government of Bangladesh or any Development Partners. Details are:
(1) The firm must have practical experience on successful completion of at least 2(two)
contracts of developing and maintaining Health-Care/ ERP Software / Large Scale
Automation at enterprise-level (Government / Semi-Government / Autonomous Organization /
Private Organization of Bangladesh) during the last 3 (Three) years; One of these software
development/maintenance projects must have contract value at least BDT 50(Fifty) lac in a
single contract.
(2) The firm(s) must have sufficient and experienced system and database architect, software
developer experts for Health Systems Development. Have health sector domain specialist with at least 05 years of experience. Experienced in Net, Java, Windows, Mac, Linux, Android, IOS, Web/Cloud-Server, Android mobile application etc, for digital health platform development.
(3) The firm should demonstrate its management capability (brochure and other documents
describing similar assignments, experiences, availability of appropriate professional
staffs and experiences among applicant’s staffs, resources to carry out the assignment) in
managing large scale projects.
(4) The firm(s) must have sufficient amount of liquid assets, i.e working capital or credit
line(s) of 50 (Fifty) lac supported by competent documents. Must have an update-audit-report of the previous 3 (Three) years and average annual turnover for a minimum of BDT 01 (one) crore in last 2 years.The firm(s) should have valid up to date trade license, TIN with up to date TAX return certificate, Incorporation Certificate and VAT certificates.
(5) Experienced in design and developing Health Management System is preferable.
Preferable to have experience in developing connected health services through Internet of Things (IoT), Artificial Intelligence (A.I.) and Telehealth.

a. The EOI would be evaluated on the basis of the following:
(1) Brochures summarizing Applicant’s facilities & area of expertise.
(2) Description of similar assignments.
(3) Experience in similar operating environments &condition.
(4) Appropriate experience & professional qualification and adequate resources,
managerial strength &financial capacity.
b. Consulting Firm will be selected using the Quality and Cost Based Selection (QCBS) method as mentioned in PPA-2006 and PPR-2008.
c. Interested applicants may obtain further information communicating with the address below during office hours between 11.00 AM to 1.00 PM. Expression of Interest with supporting documents shall be submitted on or before 2.00PM, 03 April 2022 in sealed envelope, delivered to the address of the under signee shown and be clearly marked “Expression Of Interest (Eol) of Consulting Firm for the Maintenance ,Support, Operations and Enhancement of SSK Management System Software”.
d. The EoI shall be submitted by hand, registered post or courier service and the firm shall be responsible for safe delivery in time. The Procuring Entity (PE) shall not be responsible for any costs or expenses incurred by the firms in connection with the preparation or delivery of the EoI. The procuring entity reserves the right to accept or reject all the Expression of Interest (EoI) without assigning any reason whatsoever.
