INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The Government of the People's Republic of Bangladesh has received financing from the World Bank towards the cost of the Local Governance Support Project-3 (LGSP-3), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) has the overall objective to make assessment of, amongst other things, the achievement of Project Development Objective (PDO); realization of the envisaged project outputs and outcomes; factors that affected project implementation; social, environmental and financial sustainability of the project activities; lessons learned during the implementation; The assessment needs to be supported by a substantial and concrete information and analysis on how the LGSP-3 has actually worked on the ground.
The assessment/evaluation includes but not limited to cover the following broad areas; a) Institutionalization of UP Fiscal Transfers have benefitted 4,575 UPs in providing services to its citizens, b) Institutionalization of Annual Financial Audits and Performance Assessments, and Management Information Systems c) Expanded Block Grants to 16 selected Pilot Pourashavas and its citizens and d) Capacity Development initiatives of 4,575 UPs and selected 16 Pouroshavas functionaries including awareness building and communication support from the project. In order to meet the above objectives of the assessment/ evaluation, the scope of work will include the following but not limited to: (i) Review relevant documents as relevant such as project documents, project appraisal document, financing agreement, benchmarking data/information, semi-annual project monitoring reports, and reports of audit firm and audit review firm, record, order, Union Parishad Operational Manual (UPOM), Pouroshava Operational Manual (POM), Acts of government entities etc.; (ii) Propose statistically justified sampling frame including both quantitative and qualitative data collection tools for different components; (iii) Conduct HH surveys to obtain data/information to validate and triangulate regular collection of routine quantitative information related to project implementation; (iv) Assess number/quantity/quality of physical structure built using BBG/PBG (Performance Based Grants)/EBG, number of training conducted the beneficiaries and number of beneficiaries benefited and their satisfaction level on the provided services; (v) Conduct FGDs, KII, and Individual Interview including case studies for qualitative information; (vi) Conduct a number of validation workshops at district level; and (vi) Conduct a national level workshop for disseminating initial findings to all stakeholders including preparing briefing documents.
The implementation period will be up to 30.09.2022 with expected date of start of the assignment from July, 2022 [Please refer to the Terms of Reference (TOR) for details].

The Local Governance Support Project-3 (LGSP-3), representing Local Government Division (LGD) of the Ministry of Local Government, Rural Development & Cooperatives
(MoLGRD&C) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for shortlisting of the firm are:
• Registration of Consultant (firm) and age of the Consultant in business;
• Experience of the Consultant (firm) in similar task. The firms shall have to fulfill the following experience with supporting documents:
i. Preferably 10 years of progressive experience in the field of monitoring and evaluation survey work in donor funded project/program preferably in local government sector.
ii. Experience in large-scale household survey, individual survey, beneficiary’s satisfaction survey, FGD and KII.
iii. Experience in organizing field level and national level workshop/briefing/ validation and conducting case studies
• Experience in other works; and
• Technical & managerial capability including financial information of last 5 years and Logistics.
Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
