INFORMATION FOR APPLICANT

Brief Description of Assignment : The Roads and Highways Department intends to hire an experienced Non-Government Organization (NGO) that will primarily assist the PIU of Roads and Highways Department (RHD) for implementing the Income Livelihood Restoration Program (ILRP) under the Dhaka-Sylhet Corridor Road Investment Project. The Project will have an impact on the income and livelihood of particularly vulnerable groups. The ILRP is aimed at livelihood restoration and enhancement of the affected households /persons. A NGO Services is currently being taken under the project for implementing 'Resettlement Plan' for SASEC Dhaka-Sylhet Corridor Road Investment Project particularly for assisting affected and entitled persons claiming their compensation From Deputy Commissioner (DC) offices as per Resettlement Plan (RP).The NGO for ILRP will work in close coordination with the RP implementing NGO and will finally design the ILRP based on needs to be assessed during the RP implementation. The key objectives of the ILRP are to mitigate any negative impacts related to loss of livelihoods and support the overall enhancement and improvements related to their income and livelihoods. The primary focus of the ILRP will be given to the project affected persons both titled and non-titled to assist in restoring income losses and livelihood through training/skill development from the project assistance. The NGO will review the TOR of the ILRP and the RAP of the Project and propose suitable training programs with relevance of the proposed training and the approach and Methodology of the training. Each eligible participant will be paid as per RP provision. The affected categories of persons eligible for ILRP include (i) loss of income from business, (ii) loss of the income from agriculture (iii) loss of income from fish cultivation, (iv) wage labor, (v) loss of rental income, (vi) assistance to support the vulnerable household, (vii) assistance to find the employment in construction work/job in the project, (viii) link beneficiaries for getting credit/finance or social services provided by the Govt./organization etc. The selected NGO/Firm will be required to deliver the ILRP as contained in the Resettlement Plan.
Experience, Resources and Delivery Capacity Required : To become eligible for the purpose, the NGO must proof their strength in the resettlement, livelihood, and gender areas. The NGO must be registered in Bangladesh under the NGO Affairs Bureau or the Department of Social welfare. The NGO should have experience in implementation of at least 1 (one) ILRP/Resettlement activities with ILRP preferably in highway/road development/Railway similar Project in the last 10 (ten) years in Bangladesh.
Other Details (if applicable) : The EOI shall include: 1. Profile of the NGO (e.g., representatives, address, number of staff, history and other information to introduce itself). 2. General experience of the NGO in brief. 3. Copy of updated/renewed registration certificate with NGO Affairs Bureau or Department of Social Welfare. 4. Copy of audited financial reports of NGO for last three years. 5. Provide information on each assignment completed for which the firm and each associate (JV member only) for this assignment, was legally contracted either individually as a corporate entity or as one of the major companies within an association for carrying out consulting services (ILRP implementation and/or monitoring) similar to the ones requested under this assignment. The firm will provide the similar experience information in the format 6. The EOI will include such similar experience information which has been completed within in the last 10 (ten) years. The information will be supported by the copy of experience certificate and contract document (with salient feature for identification only). The NGO will not provide information of other assignments which are not similar to this assignment. 7. Summary of permanent professional and technical employees (no consultant or temporary staff) with key qualifications (in tabular form). 8. Interested NGO may. obtain additional information/detail task list from the office of the undersigned. 9. EOI with all supporting documents must be submitted at or before 14:00 BST by 03 March 2022 in sealed envelope, marked with "NGO Services for implementing 'Resettlement Plan' for SASEC Dhaka-Sylhet Corridor Road Investment Project." and delivered to the address of the undersigned. 10. The EOI shall be submitted in one (1) original, two (2) copies, and one soft copy in USB in a sealed envelope. 11. The costs and expenses incurred by the NGO in connection with the preparation and delivery of the EOI shall be borne solely by the NGO and will not be recovered from the Procuring Entity whatever the outcome of the procurement process of NGO selection.
